Protection Associate Organizational Setting and Work Relationships The Protection Associate normally reports to the Protection Officer or the Senior Protection Officer. The incumbent monitors protection standards, operational procedures and practices in protection delivery in line with international standards and provides functional protection support to information management and programme staff. The Protection Associate is expected to coordinate quality, timely and effective protection responses to the needs of populations of concern (PoC) and identify opportunities to mainstream protection methodologies and integrate protection safeguards in operational responses in all sectors. S/he contributes to designing a comprehensive protection strategy and liaises externally with authorities and partners on protection doctrine and policy as guided by the supervisor. The Protection Associate also ensures that PoC are involved in making decisions that affect them, whether in accessing their rights or in identifying appropriate solutions to their problems. To achieve this, the incumbent will need to build and maintain effective interfaces with communities of concern, local authorities and protection and assistance partners. All UNHCR staff members are accountable to perform their duties as reflected in their job description. They do so within their delegated authorities, in line with the regulatory framework of UNHCR which includes the UN Charter, UN Staff Regulations and Rules, UNHCR Policies and Administrative Instructions as well as relevant accountability frameworks. Duties - Stay abreast of political, social, economic and cultural developments that have an impact on the protection environment. - Consistently apply International and National Law and applicable UN/UNHCR and IASC policy, standards and codes of conduct. - Assist in providing comments on existing and draft legislation related to PoC. - Provide advice on protection issues to PoC; liaise with competent authorities to ensure the issuance of personal and other relevant documentation. - Assist in conducting eligibility and status determination for PoC. - Contribute to measures to identify, prevent and reduce statelessness. - Contribute to a country-level child protection plan as part of the protection strategy. - Contribute to a country-level education plan as part of the protection strategy. - Monitor Standard Operating Procedures (SOPs) for all protection/solutions activities. - Manage individual protection cases including those on GBV and child protection. Monitor, and intervene in cases of refoulement, expulsion and other protection incidents. - Assist in identifying durable solutions for the largest possible number of PoC through voluntary repatriation, local integration and where appropriate, resettlement. - Contribute to the design, implementation and evaluation of protection related AGD based programming with implementing and operational partners. - Facilitate effective information management through the provision of disaggregated data on PoC and their problems. - Participate in initiatives to capacitate authorities, relevant institutions and NGOs to strengthen national protection related legislation and procedures. - Assist the supervisor in prioritizing PoC for interview, counselling and propose protection support for individual cases. - Assist the supervisor with enforcing compliance of local implementing partners with global protection policies and standards of professional integrity in the delivery of protection services. - Assit the supervisor with enforcing compliance with, and integrity of, all protection standard operating procedures. - Submit individual payments request for PoC for approval. - Perform other related duties as required. Desired Candidate Profile

 Good command of training in basic principles of international protection.
 S/He should also be able to work in work difficult conditions.
 Relevant Job Experience (Essential): Good computer skills.
 Previous experience with UNHCR will be an asset.
 Experience in working with UNHCR proGres software and PRIMES tools.
 Previous successful Experience in registration at UN agencies or NGOs. The ideal candidate should be comfortable with Information Technology and UNHCR registration applications.
 Knowledge of English (B2 level) and/or UN working language of the duty station if not English.

Nature of Position:

Sub-Office Qamishli (SOQ) in the North East of Syria (NES) is operating in a highly complex context in three governorates Al-Hassakeh, Raqqa and Deir ez-Zor. Large part of them are currently under the control of the Syrian Democratic Forces (SDF). UNHCR is coordinating the response in four camps hosting Syrians, Iraqis and third country nationals. The largest of the camps, Al Hol, presents complex protection and assistance delivery challenge due to the profile of its population. UNHCR is directly responsible to provide NFIs and shelter assistance, ensure that new arrivals in camps are identified and assisted, as wells as departures registered. UNHCR also supports camp coordination and the delivery of humanitarian assistance in close coordination with other UN agencies and NGOs operating in NES. Outside the camps UNHCR is providing assistance to IDPs and Iraqi asylum-seekers living among the local communities and in informal settlements. Staff members are expected to be present in Qamishli and to report to the Office in line with the current COVID-19 protocols for attendance/teleworking; Registration staff is expected to frequently join missions to camps and urban/rural areas in all three Governorates under SOQ's AoR.

- The Protection Associate is responsible for supporting all activities related to registration, and with ensuring that registration is effectively used for the identification of specific protection needs, for the management of operations, and for the achievement of durable solutions.
- During the absence of the head of the registration unit, the protection Associate will provide day-to-day supervision, direction and support to UNHCR staff engaged in registration and related activities (including Reception, Filing and Data Management staff), and monitors the efficiency and quality of registration processes, identity and entitlement documentation activities and population data management.
- The Protection Associate collaborates closely with Protection, Programme, Operational Data Management and Information Management colleagues as well as with Government authorities and partners on the provision of quality population data for the delivery of registration activities.
- Assist in the implementation of registration strategies and methodologies for populations of concern.
- Assist in the supervision and daily running of registration team activities, where required.
- Conduct registration interviews when required in accordance with registration standards and guidance.
- Provide counselling to, and responds to queries from, asylum seekers and refugees regarding UNHCR's registration procedures and their rights and entitlements.
- Maintain accurate and up-to date records and data related to all registration cases.
- Identify persons with specific needs and ensure timely referral to protection follow-up as required.
- Collaborate with protection staff and/or partners in the delivery of assistance and programming, including provision of identity and entitlement documentation.
- Draft correspondence and reports relating to registration activities in the operation, when required.
- Provide statistics and draft reports related to registration data, as requested.
- In consultation with the supervisor, make decisions related to the day-to-day operations of the registration unit and devise registration procedures which are efficient and effective.
- Draft and submit reports and statistics related to registration.

 

Living and Working Conditions:

The present situation in the North East Syria is unstable. This creates ongoing pressures at work and in daily life as priorities are frequently upended for other urgent ad hoc tasks. The incumbent should be prepared to work under very challenging conditions and be able to manage stressful situations. Travel by air to and from Qamishli is complicated, particularly at the time of COVID-19 pandemic. Candidates from other Governorates may face challenges due to sometimes inadequate accommodation opportunities. Furthermore, frequent family visits might be complicated.
