CHF International has been delivering humanitarian assistance in Syria since 2014. Our programming includes
provision of emergency relief items such as food and water, as well as delivery of critically needed services
such as Child Protection (CP) services, provision of and response to Gender-Based Violence (GBV),
Psychosocial Support (PSS) activities, and other protection interventions.
CHF is seeking a full-time Protection Manager to lead the implementation of an integrated protection
program within our broader humanitarian assistance portfolio in Northeast Syria. The goal of our protection
program is to advocate for the needs of vulnerable individuals, provide essential protection services, and
increase the capacity of actors on the ground.
Responsibilities:
The overall responsibility of the Protection Manager will be to develop, implement, and monitor integrated
protection programming in northeast Syria (NES) to improve the protection environment of vulnerable refugee,
IDP and host communities. The Protection Manager is responsible for designing and implementing general
protection, CP, PSS, GBV, and youth-focused activities based on identified needs and in coordination with other
CHF International activities.
The Protection Manager will be based in Raqqa, Syria and reports to the Senior Program Manager NES.
Technical
• Ensure activities run according to minimum standards and best practices and are appropriate for
the context, in line with minimum standards for CP and GBV and humanitarian principles.
• Identify protection needs through desk reviews and conducting protection needs assessments.
• Develop and implement an integrated protection strategy in NES according to needs and priorities.
• Manage the implementation of protection activities through daily follow up with field teams, including mobile protection teams, awareness campaigns, and safe spaces.
• Supervise protection staff, through daily communication and regular guidance; depending on the
security situation, travel to field sites to support staff, oversee implementation and provide
guidance.
• Ensure quality information management and confidentiality of beneficiary information.
• In coordination with NES MERL team, support data collection for assessments and indicators
related to program activities.
• Develop and implement a capacity building plan for protection staff, through training and ongoing
mentoring as well as providing technical support to the capacity building officer and facilitators.
• Coordinate with the senior protection manager to ensure harmonized and high-quality programming.
• Actively engage with the relevant coordination groups to ensure programming aligns with the
priorities of the humanitarian response and initiatives.
• Identify opportunities for expansion of CHF’s protection programming in NES through current or
new donors.
• Provide technical inputs for concept notes and proposals under the technical supervision of NWS
senior protection manager.
• Ensure that all program targets are achieved in accordance with program objectives and targets
agreed with donors, while maintaining quality.
• Apply a multi-sectoral response to protection through coordination and integration with other
relevant sectors within CHF.
• Identify opportunities to mainstream and integrate protection activities into other humanitarian
activities.
• Support effective monitoring, evaluation, and learning of protection activities.
Administrative:
• Recruit skillful protection staff as needed to conduct activities.
• Promote and support staff care and well-being, including interventions where needed.
• Conduct regular monitoring of activities and ensure quality of services and minimum standards,
through completing monitoring reports and providing regular feedback to the staff.
• Compile and review reports as required by the donor, capturing activities’ progress, lessons
learned, community needs and reconcile against activities planned and quality standards.
• Coordinate with security, finance, operations, and other relevant department to ensure activities
are implemented smoothly and without adding risk to beneficiaries or staff.
• Facilitate monthly grant review meetings for protection programming to assess implementation
and allow for course correction.
• Maintain strong oversight of program implementation budget, program implementation plan,
M&E plan, and procurement plan.
• All other job-related duties as assigned by supervisor.
Knowledge, Skills and Abilities:
Technical skills:
• Familiarity with key protection guidance, including the IASC Guidelines for GBV interventions in
humanitarian settings, Child Protection Minimum Standards.
• Good understanding of humanitarian principles and international human rights law.
• Strong understanding of protection interventions, including child/women-friendly spaces,
Psychological First Aid, psychosocial support, and case management.
• Strong understanding of humanitarian coordination mechanisms.
• Demonstrated ability to develop and conduct trainings on CP, GBV and other protection issues.
• Minimum of six years’ of progressively higher-level experience managing and implementing
protection programming is required.
• Proven leadership and management experience, including coaching, mentoring, and supervisory
skills.
• Technical focus on humanitarian protection in the areas of CP, GBV, or PSS is required.
• Experience conducting protection assessments and analysis of appropriate response.
• Experience in managing and implementing protection programming in a conflict or post-conflict
context.
• Experience in capacity building of program staff and leadership skills.
• Experience working with individuals and groups at risk or victims of abuse, exploitation and violence.
• Experience writing reports in English.
Other Qualifications:
• Demonstrated ability to work with limited supervision and manage programming remotely.
• Computer literacy, knowledge of word processing, excel and PowerPoint is required.
• Strong written and oral communication skills.
• Strong organizational and team building skills.
• Good negotiation and problem-solving skills.
• Integrity, transparency, and strong work ethics.
Language skills:
• Excellent command of spoken and written English and Arabic is required.
