STRATEGY
The organization has invested in the development of a long-term strategy which reflects our ambitions to not only meet the basic needs of communities affected by conflict and climate change, but to achieve lasting, transformational change at scale. The PaQ manager will play a key role in supporting the implementation of the organization’s strategy.
- Lead on ensuring that the PaQ team understands the strategy and its implications and can support the implementation of the strategy using the organizations’ approaches and tools.
- Support the development, roll-out and use of a results framework for the organization in Syria and NES.
- Lead on the evidence commitment in the strategy.
TECHNICAL QUALITY
- Ensure that the PAQ unit provides strong Monitoring, Evaluation, Accountability, and Learning (MEAL) support to program teams and partners, including the development of efficient and effective MEAL systems.
- Ensure that all staff in all teams understand that good quality data is the responsibility of all team members.
- Supports a community for MEAL staff to provide them with technical advice and a support network.
- As needed collaborate with external evaluators on the design and roll out of key programme MEAL activities, for example, program baseline and evaluations, while setting up effective systems for learning.
- Identify and support the development of systems and technologies for data.
- Ensure programs use the necessary MEL systems and tools, to inform and improve each individual program, as well as feeding into the broader country-level MEL system and country strategy.
- Conduct internal DQAs to ensure data is collected with attention to accuracy and consistency.
- Work with program key staff to ensure the adoption of efficient and effective partnership processes, identify strategies and build or strengthen systems to facilitate greater efficiency in program management processes especially those related to MEAL.
- Lead investment into the programme quality standards, ensuring compliance and development and alignment with the organization’s strategy.
EVIDENCE AND LEARNING
- Provide leadership and training in the development of theory of change, design, MEL plans, IPTTs, Analysis Plans, SOPs, quantitative and qualitative tools (surveys, MSC, focus groups), routine monitoring tools and analysis and data visualization to enable programs to assess outcomes and impact.
- Ensure that the PaQ team members have opportunities for learning and development across the spectrum of learning and development modalities including training, coaching and mentoring.
- Lead on the development of learning frameworks that align with the country and NES strategies and agenda.
- As part of our commitment to organizational learning and in support of our understanding that learning organizations are more effective, efficient and relevant to the communities they serve, we expect all team members to commit 5% of their time to learning activities that benefit the organization as well as themselves.
ACCOUNTABILITY AND ETHICS
- Support the on-going implementation and improvement of our standardized CARM system for NES including dissemination of information for programme adaptation and learning.
- Support partners to develop comprehensive CARM systems.
- Additionally, the organization’s team members are expected to support all efforts toward accountability, specifically to our participants and to international standards guiding international relief and development work, while actively engaging communities and participants as equal partners in the design, monitoring and evaluation of our field projects.
- Ensure that all the work that the PaQ team undertakes is ethical and of a high quality, following key legislation such as GDPR.
TEAM MANAGEMENT
- Provide strong supportive supervision for team members ensuring that their work is aligned with, and contributing effectively to, the Syria strategy,
- Ensure that effective workflows take place and coordination mechanisms are set up and used.
- Communicate expectations to the PaQ team and individual staff and provide constructive feedback informally and formally via regular one on ones and performance reviews.
- Assist team members with information, tools and resources to improve performance and reach objectives, reusing, reviewing and developing as appropriate.
- Promote accountability.
- Create and sustain a work environment of mutual respect where team members strive to achieve excellence.
- Hire, orient and lead team members as necessary.
PROGRAAMMES AND PARTNER SUPPORT
- Provide support to program teams at key programmatic moments, such as starting up new sectors, modalities, locations or partnership modalities.
- Establish mechanisms and tools to facilitate greater efficiency in between partners, program, M&E and information management.
- Assist partners to focus their MEAL efforts on collection of information that improves their understanding of project performance, while meeting the organizations’ reporting requirements.
- Ensure that implementing partners have appropriate participant accountability mechanisms in place.
- Provide support to the program teams to improve partner reporting procedures, potentially including the development of web-based progress update forms.
SECURITY
- Ensure compliance with security procedures and policies as determined by country leadership.
- Proactively ensure that team members operate in a secure environment and are aware of policies.
