Job Overview/Summary:

The Partnerships Supply Chain Officer is responsible for supporting the partnerships supply chain function from procurement, warehousing, pharma inventory, assets, and logistics. They will work closely with partners from capacity assessments, capacity development and will help in promoting compliance to both IRC and donor policies as well as promoting supply chain standard processes.

The Partnerships Supply Chain Officer –will work closely with both IRC’s Partnerships as well as Supply chain teams, reporting to the Partnerships Supply Chain Manager WOS and will help to enhance better coordination mechanisms at hub level.

Main Responsibilities:

  • Contribute to assessing, reviewing, and analyzing technical areas of procurement, inventory, asset management, policies and procedure following each PCA conducted.
  • Be up to date with the latest information on all partner procurements carried out by IRC and identify any issues that might need urgent attention.
  • Monitor progress made with partners on any capacity development initiatives i.e. trainings, mentorships and coaching
  • Identify and report any risks in procurement or supply chain from partners and share with the Partnership Supply Manager for further action where necessary.
  • Carry out market analysis that will help partners during their procurement processes and evaluations whilst at the same time ensuring the best value for money.
  • Support partners to develop their procurement plans in line with their budget, spending plans and work plans.
  • Where necessary, support partners by attending procurements evaluation meetings such as bid analysis, vendor selection as an observer and for the purpose of providing guidance.
  • Conduct monitoring visits on asset inventory and pharma inventory management in general and share feedback with partners including discussing and agreeing on an improvement plan.
  • Ensuring that the partners’ assets list is up to date for reporting, grants management purposes with guidance from the Partnership Supply Chain Manager.
  • Ensures Partners comprehension about ethical practices in procurement, and compliance.
  • Champion robust partner relationship management characterized by the core partnership principles from IRC’s Partnership Excellence for Equality and Results System (PEERS) of responsibility, equality, transparency, and complementarity.
  • Support the SC Partnerships manager and the rest of the Partnerships team including Partnership Finance in promoting PEERS policy whilst working with partners as far as partnerships is concerned including fostering quarterly monitoring visits and drawing lessons from Supply Chain Perspective.
  • Working together with the Partnership Managers, IRC Supply chain teams, pharmacy team on CIK’s and donations.
  • Any other duties assigned by the line Manager from time to time.

Education: University Degree or Diploma.

Experience: Minimum of (2) years of professional experience in Supply Chain or related fields, preferably with an INGO.

Demonstrated Skills and Competencies:

  • Knowledge of generic procurement procedures and practices (IRC or NGO experience).
  • Knowledge of Supply chain donor rules and regulations.
  • Demonstrated success as a procurement leader within supply chain including planning, procurement and logistics..
  • Good collaborator and influencer with effective interpersonal and analytical skills who are able to work
  • seamlessly across cultures, organizational units, and suppliers.
  • Knowledge and experience in procurement plans, strategies, market analysis techniques, procurement and contracting.
  • Good analytical and negotiation skills
  • Excellent skills in conducting market analysis and sourcing strategies.
  • Able to work effectively in a highly matrixed structure.
  • Good mathematical skills.
  • Familiarity with the Syrian context and work under Syria programs is an asset.
  • Excellent communication, mentoring, and reporting skills.
  • Ability to work under pressure and in a multinational environment, ability to multitask, and an excellent teammate.
  • Excellent MS Office skills.

  • Validated sense of professional discretion, integrity, and ability to handle complex situations diplomatically and to effective resolution.

Language/Travel:

  • Excellent written and oral communication in both English and Arabic are required.

Travel: 30% to field sites
