SUMMARY:
CHF is an international non-profit organization that works closely with communities worldwide to bring about sustainable changes that improve the lives and livelihood of the vulnerable. In Syria, CHF is providing humanitarian support to vulnerable individuals through General Protection, Gender-Based Violence and Child Protection activities and seeks a Protection Officer to lead the implementation of activities and operations in north Syria through PSS for children and individuals at risk of CP & GBV. This position reports to the Protection Manager and is responsible for implementing and supervising the CP & GBV PSS activities with affected communities in Syria.
DUTIES AND RESPONSIBILITIES
•
Supervise the PSS Facilitators providing CP and GBV PSS services at the center or in mobile locations, ensuring quality provision of session according to international and internal standards and SOP through one-on-one coaching and trainings as needed.

Lead and support the planning and implementation of CP and GBV PSS activities.
•
Ensure weekly and monthly plans are regularly updated based on the sessions provided.
•
Ensure regular monitoring of centers and mobile points, to make sure they are suitable for activities, in accordance with safety and programmatic standards, and have the proper display of organizational policies and guidelines across centers and mobile locations, including Code of Conduct, Feedback & Complaint mechanisms, PSEA policy, etc.
•
Ensure the team contributes to the regular update of the service mapping and is able to support the individual’s informed choices through referral, accompaniment, service coordination and follow-up, and participation in referral systems/pathways.
•
Lead the procurement planning of material needed for activities and manage the inventory of the stock in coordination with the program support team.
•
Ensure the CP and GBV PSS program data is regularly updated and maintained; ensure that staff are trained and supported in keeping their data updated, reflecting the actual achievements.
•
Ensure the CP & GBV PSS team is adhering to strict data protection and information-sharing protocol to protect the privacy, confidentiality, and safety of participants.
•
Lead and participate in CP and GBV PSS program-related administration for human resources, procurement, and logistics for the centers in coordination with the Protection Manager, including compilation of inventory and weekly staff movement plan.
•
Lead the coordination with other protection sub-sector and service providers and community focal points to strengthen access to services and build support for children.
•
Ensure activities are implemented in AGD (Age, Gender & diversity) and that AGD specific risks, threats, wellbeing, and negative coping strategies are regularly monitored and raised to inform programming.
•
Lead the request for and/or development of new topics and material, based on the gaps and trends identified for different community groups.
•
Lead the interpretation of the analyzed data on trends in the CP and GBV PSS program, and work with the Protection Manager to raise information to all relevant stakeholders as needed.
•
Lead program assessments and determination of new program space locations, needs, and activities.
•
Lead the coordination with local authorities to facilitate the implementation and access to locations.
•
Lead all relevant internal and external reports, lesson learned, program workshops and trainings.
•
Coordinate closely with the Protection Manager and seek support as needed.
•
Support in other relevant tasks as assigned by the Protection Manager.
•
Ensure compliance with security protocols and policies of all team members, as well as cleaners and guards in coordination with security and admin.
•
Foster a safe and supportive working environment for all the PSS team and partners.
•
Adhere and ensure the team is adhering to the CHF code of conduct, Child Safeguarding policy, GP Minimum Standards and GBV Minimum Standards, including confidentiality, best interest of the child, respect, non-discrimination, responsible use of power, non-violence, do no harm and promotion of gender equality.
QUALIFICATIONS
•
Bachelor’s degree in psychology, sociology or equivalent experience. Experience can be substituted for a degree, in the equivalent of 2 years relevant experience for 1 year of education.
•
Minimum of four years of relevant work experience such as in PSS and/or in protection programming
•
Experience working in camps or in insecure environments.
•
Familiarity with humanitarian and protection related technical guidelines and standards, including CP & GBV Minimum Standards, and Prevention of Sexual Exploitation and Abuse (PSEA).
•
Demonstrated experience and skills in social work or psychology.
•
Demonstrated ability to work with limited supervision.
•
Computer literacy skills.
•
Strong organizational and team working skills.
•
Good negotiation and problem-solving skills.
•
Syrian national.
•
Integrity, transparency, and strong work ethics.
•
Fluency in Arabic and English (written and spoken) are required.
•
