Scope of Work

 

The project provides coordination support to Humanitarian Mine Action (HMA) stakeholders in Northeast Syria, liaising between the Department of NGOs Affairs - DOA, Northeast Syria Mine Action Centre – NESMAC, and HMA Implementing Partners to promote a better understanding of the stakeholders' requirements, achievements, and risks. Secondly, it serves to improve the HMA common goals and objectives in NES through continued technical support and humanitarian access. Lastly, by improving coordination between all HMA stakeholders with NGOs/INGOs, national authorities, and international agencies, the project serves to increase the effectiveness of HMA activities in the region.

 

Description of duties

 

The Capacity Building Manager Mine Action (CBM – MA) is responsible for strengthening the capacities of the NESMAC to improve the compliance, safety, prioritization, and sustainability of HMA operations. The CBM will lead in close collaboration with the NESMAC, HMA organizations, and additional relevant stakeholders, the development of a set of land release SOPs, including the management structure, responsibilities, and role of the NESMAC. He/she will also contribute to the elaboration of a prioritization setting system and clearance strategy plan in NES.

  • Leading the elaboration of a prioritized set of NES operational SOPs. With the objective to guide the management of HMA activities in NES in a safe, coordinated, and efficient manner, and in close collaboration with the NESMAC, HMA organizations, and additional relevant stakeholders, the Capacity Building Manager will lead the development of a comprehensive set of operational Standard Operation Procedures.
  • To perform a need analysis regarding IMAS application in NES, including a stakeholder analysis.
  • To establish a dedicated technical working group with key individuals to be involved in the elaboration process.
  • To conduct an initial workshop to determine the SOP chapters to be prioritized.
  • To conduct a series of workshops with the technical working group to draft, review and disseminate 3 to 4 SOPs, in addition to a dedicated SOP covering the management structure, responsibilities and role of the NESMAC.
  • Strengthening the NESMAC’s knowledge and understanding of Humanitarian Mine Action:
  • To conduct fundamental HMA trainings to the NESMAC key staff. This will include (but not limited to), an overview of the land release process, the importance of community liaison and the NTS process, the purpose of the technical survey, as well as the various methods of clearance (manual, mechanical, etc.) according to the type and scale of contamination. In addition to the role of the International Mine Action Standards in ensuring the safety, effectiveness, and efficiency of mine action operations, as well as the necessity for National Standards to ensure compliance with IMAS, while adapting procedures according to the context and contamination problem.
  • In collaboration with the HMA Coordinator, IMMAP Inc. Team, NESMAC and HMA organizations, the CBM will contribute to the development of a prioritization system and clearance strategy plan for NES.
  • Through a series of coordinated workshops, a prioritization system will be developed. Based on this prioritization system and on the outcome of a NES-wide NTS, a clearance strategy plan will be drafted along with a workplan outlining the time frame and resources required. This will enable effective taskings of HMA organizations, as well as monitoring the progress and impact of the HMA efforts in NES.
  • Ensure that project activities are implemented in line with the project plan and objectives.
  • Support the compilation of necessary information to prepare quarterly and final project progress reports.
  • Provide technical input in the development of new project proposal or project concept notes.
  • Actively contribute to the learning process of the project, in close coordination with the relevant project staff.
  • Follow security protocols as laid down by the iMMAP Inc. Global Security Advisor.
  • iMMAP Inc. team members are expected to support all efforts toward accountability, specifically to beneficiaries of iMMAP Inc. programs, and to international standards guiding international relief and development work while actively engaging beneficiary communities as equal partners in the design, monitoring, and evaluation of field projects.

 

Monitoring and Evaluation

Monitoring and reporting on the MA strategy, humanitarian response plan, and results; highlight gaps, and recommend options for addressing the gaps.

Ensure that adequate monitoring mechanisms are in place to review the outcome of the HMA sector.

In close collaboration with the Implementing Partners collect information and data to effectively feed NESMAC tasking system.

Support centralized information management databases such as IMSMA and other databases.

Work with HMA partners and other counterparts to ensure that MA guidelines and technical notes are understood and respected.

Link into sub-sector member initiatives for opportunities for capacity development of HMA members and coordination mechanisms.

Support training of NESMAC staff on coordination skills and technical improvements.

Coordination/Representation

The CBM MA is the focal point on NES HMA related issues in NES and will represent iMMAP Inc. in MASWG and other meetings.

Work closely with the IMMAP Field Coordinator providing inputs to identify new funding opportunities for the program continuity and sustainability.

Ensure participation in internal weekly coordination meetings.

Any other task identified by the Field Coordinator.

Security Management

The CBM is following and responsible for implementing of the Minimum Operational Security Standards and other guidelines as prescribed in the NES - Country Security Plan.

The CBM ensure that he has read and understood the country security plan and adhere to it.

Maintain close coordination with the iMMAP Field Coordinator, Security Manager and other team members to understand security trends and dynamics.

Reporting

The Capacity Building Manager Mine Action reports to the Field Coordinator – NES.

 

Required qualification and skills

 

·       Bachelor’s Degree in a relevant field

·       Minimum of 3 year experience with Mine action programs

·       Excellent communication & language skills, verbal and written (Arabic, Kurdish & English)

·       Proven ability to negotiate and work with partner organizations.

·       Experience in mine action contexts.

·       Established capacity to handle stressful situations in a healthy, constructive manner.

·       Ability to respond to multiple priorities in a timely manner, producing high-quality outcomes.

·       Experience working with MA programs, and coordination mechanisms are desired.

·       Excellent report writing skills.

·       Good interpersonal skills.

·       Proven ability and experience interacting with a wide range of organizations while upholding, Humanitarian principles of impartiality and neutrality.

·       Experience building personal networks at a senior level, resulting in securing new opportunities for the organization and sector.

·       Demonstrated successful leadership and management experience with multi-disciplinary teams in cross-cultural settings, including active mentoring and coaching.

·       Effective in developing high-potential staff to achieve career growth and maximum contribution.
