The role of the MEAL Assistant is responsible for gathering data, following up on field activities and reporting to the Monitoring, Evaluation, Accountability, and Learning (MEAL) officer and supervising MEAL Data collectors and MEAL temporary workers. Under the guidance and direct supervision of the MEAL officer, the MEAL Assistant provides support to the Project Quality team in the designing, planning, monitoring and evaluation of projects by managing data and facilitating program implementation through filed visits. The MEAL Assistant promotes a client-oriented approach consistent with the org Values, rules, and regulations. S/he will support the MEAL officer analyzing data in order to measure progress and impact of project activities in targeted communities. To ensure coordination and consistency across the MEAL unit, this position will cooperate closely with the MEAL and program staff.
KEY RESPONSIBILITIES :
- Keeping up to date with best practice in Program Quality and Learning to enhance knowledge; providing advice and guidance to field staff as required.
- Providing support to the MEAL Officer on the development of monitoring tools, such as household questionnaires, focus groups discussion, and the distribution of forms.
- Working closely with program officers to ensure data on project deliverables and achievements against the log frame is as accurate and up to date as possible, and managed according to agreed processes and standards, with support from the Information Management officer where required.
- Support the analysis of qualitative and quantitative data and contribute to the write ups of M&E reports [synthesizing key data from multiple sources].
- Assisting in analyzing and compiling data to measure the progress and impact of projects’ activities.
- Field team management including MEAL data collectors and MEAL temporary workers, in terms of preparing timesheets, follow up with leave plan, and represent MEAL department in DerElzor governorate.
- Supporting the adjustment and development of available data collection forms, reviewing digital forms to ensure they meet the required specifications; and requesting new forms or changes to existing forms.
- Coordinating closely with the MEAL Officer on all data collection, data entry and data analysis.
- Support the documentation of M&E documents, including beneficiary lists and verifications, confirming all documentation is in place and working with program staff to address any documentation issues.
- Support the organization of M&E tools, supporting harmonization of tools wherever possible.
- Coordinate with program field staff, support to implement data collection plan
- Coordinate with other the org departments to ensure data collection process are matching the plan on time.
- Conducting regular M&E visits to field, collecting data and with the help of partners and the org staff, assisting with the preparation of monthly/quarterly and annual report to donors.
- Supporting the development and ensuring adherence to a detailed implementation plan for M&E field activities.
- Providing support to project staff and partners ensuring monitoring tools are made available and data collected and analyzed is shared accordingly.
- Participating in the training of field staff in monitoring of activities based on indicators and targets set out in projects frameworks.
- Maintaining an up-to-date M&E Database.
- Support Third party monitoring process, including accompany the team in the field and submit daily reports
