Background/IRC Summary:  

The Syria crisis is often described as the worst humanitarian catastrophe since the end of the Cold War. Today, 13.4 million people in Syria - more than half of the country's population - are in need of humanitarian assistance with needs increasingly being exacerbated by economic decline. Of these, 6.8 million are refugees and asylum-seekers who have fled the country. This is no short-term humanitarian episode. The devastating human consequences to huge numbers of people will endure for decades. The destruction of relationships, communities, livelihoods, homes and infrastructure will take years to repair.

IRC is offering a robust humanitarian response to the Syria crisis a rapidly expanding portfolio, supported by more than 1000+ staff in Syria Country Program. IRC is undertaking programs in Syria and the neighboring countries of Turkey, Iraq, Lebanon and Jordan in the fields of health, child protection, early childhood development, education, women’s protection and empowerment, non-food items and food distribution, cash assistance, water and sanitation, protection and rule of law, and livelihood programming. Our work in these challenging settings gives rise to some of the most pressing issues facing contemporary humanitarian action, including questions of access, security, funding and coordination.

Job Overview/Summary:

The Cash for Work Program is one of the programs of the Economic Recovery and Development Department. CFW interventions aim to provide employment to unskilled or semi-skilled people on labor-intensive projects in exchange for cash to help them restore some part of living a useful life. Cash for Work interventions provide temporary employment so that the program participant can develop his skills and abilities, in addition to providing social service through the implementation of public projects represented in rehabilitating the Civil and agricultural infrastructure.

Responsibilities:

  • Work closely and support the Cash for Work (CFW) Officer to identify, design and carry out CFW projects;
  • Ensure that government, local stakeholders, community leaders and participating households are properly sensitized on the Cash for Work projects;
  • Develop or create a Community Cash Transfer Committees (CCTCs) for the allocated sites;
  • In conjunction with District and Local leadership, organize meetings to sensitize the CCTCs are properly guide about the purpose and procedures of the program;
  • Train and advise CCTCs in selection, in registration and verification of beneficiaries;
  •  Monitor the CCTCs compliance to agreed set of selection criteria and maintain accurate records of all registered beneficiaries.
  • Regular monitoring of the beneficiaries to collect data on program impact as well as needed feedback.
  • Work along with partners and/or services contractors as relevant;
  • Document lessons learned and success stories on the projects.
  • Provide weekly and monthly projects progress reports both verbally and in writing as required.
  • In coordination with the Monitoring Officers to assist in collection of Labor Market data to inform current and future interventions.
  • Other duties as assigned

 

Qualifications

 

  • University degree in civil engineering (construction), agriculture engineering,
  •  At least 2 years of experience in CFW, monitoring and distribution in the field. Previous experience in CFW program with NGOs will be preferable.

  • Ability to meet deadlines and work independently and cooperatively with team   members in a cross-cultural environment is required.
  • Demonstrated flexibility and creativity in planning and problem solving.
  • Proven ability to learn quickly, lead a program to achieve stated results and objectives.
  • Effective verbal and written communication, multi-tasking, organizational and prioritization skills
  • Ability to work effectively with an ethnically diverse team in a sensitive environment.
  • High job ethics
  • Demonstrated attention to detail.

Language/Travel:

Arabic is required.
