Background:
Cooperative Housing Foundation (CHF) International is an international non-profit organization that works closely with communities worldwide to bring about sustainable changes that improve the lives and livelihoods of the most vulnerable. In Syria, CHF International seeks to recruit a Safety/Security and Access Officer who has an in-depth knowledge and understanding of Syria's security environment. Will produce safety and security reports utilizing traditional and social media. Will attend humanitarian security meetings and will liaise with external sources and experts. Identifying, using, and effectively managing a network of security alerts to ensure the safety and security of all staff members, will help in building CHF International's communication network regarding activities in Syria.
Responsibilities:
The safety/Security and Access Officer will be reporting to the Field Operations and Security Manager and will work closely with the Safety/ Security and access team. He will be responsible for implementing humanitarian access procedures under the Field Operations and Security Manager, in line with humanitarian principles and applicable protocols, including movement and activities required for facilitations, Liaisons, and documentation.
Safety and Security:
•
Follow up updates (political, economic, and military) and events regarding the situation in Syria and prepare routine and situational reports.
•
Contribute to the development of security policies, regulations, and SOPs, and make sure they are fully updated.
•
Liaise regularly with counterparts in similar positions across the group to share and obtain knowledge and best practices that could help improve the organization and partners' security readiness.
•
To be able to use his technical skills with computer software to enhance and develop the level of his reports and deliverables.
•
Identify and evaluate new methodologies, technologies, and organizations that could contribute to the security department.
•
Prepare and contribute to reports and analysis led by the Security team. Prepare contributions to the weekly report and assist with larger thematic pieces as planned.
•
Coach and mentor Safety / Security assistant to fulfill their roles in security management, conducting assessments, and other required work.
•
Responsible for ensuring briefings and orientations to all new staff and visitors. Will ensure a training plan is in place and goals met.
•
Will identify weaknesses in security or situational awareness with the entire Northeast Syria team and support the Field Operations and Security Manager in remedying these gaps.
•
Provide ongoing analytical, contextual, and security information to the Field Operations and Security Manager, with regular contributions from NES Offices.
Access
•
Under direct supervision from the Field Operations and Security Manager resolve access and liaison-related issues, including interference, at checkpoints, border crossings, distribution sites, and facilities through coordination, liaison, and negotiation.
•
Collaborate and coordinate with Partners, and the local authorities, to maintain community acceptance, and facilitate the requested permissions to implement our activities.
•
Liaise regularly with counterparts in similar positions across the group to share and obtain knowledge.
•
The Safety/Security and Access Officer will support the required facilitation of the planning and implementation of activities throw liaising with local authorities and bringing the required approval. This includes but is not limited to establishing good communications, relations, and meetings with the Local Authorities in the area.

Advise on the design and support the execution of any assessments to be conducted in the field
•
Support the development and maintenance of comprehensive context analysis and risk assessment with related recommendations regularly.
•
Under direct supervision from the Field Operations and Security Manager file and maintain records of facilitations, clearances, and communications with relevant actors.
•
prepare correspondence, reports, and other documents, requested by the Field Operations and Security Manager
•
Identify and evaluate new methodologies, technologies, and organizations that could contribute to the humanitarian access department.
•
Ensure adherence to the Organization's Security Policy, Security SOPs, and instructions.
•
Investigate access-related incidents related to the organization and identify measures to prevent their recurrence in the future with lessons learned documented.
•
Keeping a record of all incidents related to the organization and reporting it to the supervisor.
•
As instructed by a supervisor, assist in producing and updating standard operation procedures.
•
Any other task that your supervisor requests of you.
Education and Training:
A university degree is required.
Experience:
•
A minimum of 3 years of Security experience in an NGO with cross-border operations is required.
•
General knowledge of accepted safety practices and principles.
•
Past work experience in written security reports.
•
Experience in emergency response protocols, including first aid/CPR training and crisis management, is highly desirable.
•
Experience in negotiation techniques and conflict resolution
•
Familiar with the overall security situation in Syria and bordered countries.
Technical skills:
•
Spoken and written fluency in English
•
High analytical and reporting skills.
•
Team player with excellent planning skills
•
Ability to solve problems in the field with all actors.
•
Good Experience in programming Microsoft Excel. Experience in other programming software is desirable.
•
Familiar with Maps creating and google earth application is also desirable.
