Job Requirements:
Previous experience in PHC/SHC design, implementation and supervision.
– Required 2 years’ previous experience with NGOs, in health sector.
– Fluency in local language required; advanced English language skills preferred
– Good Communication and Leadership skills
– Strong computer skills and familiarity with computer software packages (MS Word,
Excel, Outlook, etc).
– Experience in monitoring, report writing and basic analysis of health data
– Ability to maintain confidentiality and respect for patients at all times is essential.
– Ability to lead, train, supervise and facilitate
– Positive and professional attitude, able to organize, maintain composure and prioritize
work under pressure, work overtime when necessary and be able to coordinate multiple
tasks and maintain attention to detail.
– Ability to work as a member of a team is essential.

Job Description:
The Health Officer (HO) will be responsible for managing all clinical services, staff, and
resources in his/her assigned Primary and Secondary Healthcare Centers (PHCs/SHCs) in DeirEz-Zor; the HO will be responsible for the community health workers attached to the clinics in
addition, responsible of all reproductive health, nutrition, and mental health activities. S/he will
provide technical and operational oversight for all primary, secondary and reproductive health
service packages delivered by the HCs. The HO will report to the Assistant Project Manager in
his/her assigned implementation area.
– Manage all health activities including community health, mental health, nutrition, and
service delivery in assigned PHCs/SHCs.
– Directly manage medical and support staff inside the facility.
– Oversee all operational needs for the PHCs/SHCs, ensuring all running costs and
inventory needs are well planned and managed.
– Ensure clinic staff is properly trained, following treatment protocols and guidelines, as
well as delivering quality services.
– Conduct regular site visits for monitoring and supervision to ensure the quality of
services, accurate data collection, and verify consumption rates of pharmaceuticals and
supplies/consumables

– Training and ensuring the service providers use the related data recording and reporting
tools
– Manage all medical commodities in the PHCs/SHCs; work in collaboration with the
Assistant Health Manager to plan and prepare orders for pharmaceuticals, medical
supplies, and equipment.
– Prepare supervision plans and conduct regular technical monitoring of clinic services;
prepare reports with identified issues, recommendations, and action plans to improve
the quality of services; submit a weekly report to Assistant Project Manager.
– Directly responsible for the day-to-day implementation of the nutrition programming
which includes CMAM activities, mass MUAC screenings promotion of mother-infant
and young child nutrition (MIYCN), and managing emergency nutrition responses at
supported facilities.
– Develop health key messages in nutrition, reproductive health, hygiene, newborn care,
etc..; to the targeted beneficiaries, and ensure it is delivered appropriately.
– Analyze routine health data to report on trends, identify gaps or challenges to service
delivery, and inform program decision-making.
– Collaborate with health team members to design and implement needs assessments in
the catchment areas.
– Ensure health information system and data collection processes are properly
implemented in the clinic.
– Participate in regular project review meetings with the Health Program Manager;
contribute to plans for corrective actions based on technical supervision, indicator
performance, and M&E reports from patient satisfaction surveys and monitoring visits.
– Submit weekly progress reports to direct line manager.
– Under the supervision of the Health Program Manager, coordinate with other health
actors and partners in the implementation area; manage any services delivered in
partnership with other NGOs in the HCs.
– Train and mentor staff with the aim of strengthening their technical capacity,
exchanging knowledge within the team, and providing professional development
guidance
– Conduct periodic performance reviews for the clinic staff, manage all disciplinary actions
with the support of the supervisor and Human Resources department, and identify and
recommend needed changes in staffing.
