Standard Job Description

Field Security Associate

Organizational Setting and Work Relationships
The Field Security Associate provides support to all security related aspects of field operations including Staff, premises and asset security.
The incumbent is supervised by a Senior Officer (FSA or Head of Office) who defines general work objectives and provides necessary advice and guidance. The incumbent maintains regular contact on a working level on routine issues with other UNHCR staff members, UN agencies, NGOs, implementing partners and Host Government Security authorities (HGS) in the area to facilitate the operation.
The duty of the incumbent is to support and monitor the management of security issues.

All UNHCR staff members are accountable to perform their duties as reflected in their job description. They do so within their delegated authorities, in line with the regulatory framework of UNHCR which includes the UN Charter, UN Staff Regulations and Rules, UNHCR Policies and Administrative Instructions as well as relevant accountability frameworks. In addition, staff members are required to discharge their responsibilities in a manner consistent with the core, functional, cross-functional and managerial competencies and UNHCR¿s core values of professionalism, integrity and respect for diversity.

Duties
- Provide assistance to the supervisor in evaluating the level of risk and assessing the existing security measures for the UNHCR staff, operations, premises, partners and persons of concern.
- Conduct regular security assessment missions to the field as required in coordination with UNDSS/other agencies; gather and analyse information about the security situation during field missions.
- Be aware of security protocols and procedures in place in accordance with the UNSMS policies, UNHCR Policies and the, Security Risk Management process for the designated area ;
- Conduct checks for compliance and advise management on any deficiencies.
- Monitor the physical security of UNHCR premises and reports on deficiencies.
- Monitor and supervise the guard force In accordance with relevant UNSMS policies and guidance.
- Assist UNHCR Protection Colleagues in efforts to ensure the physical protection and security of refugees and other persons of concern.
- Provide support during implementation of security-related projects.
- Assist in the monitoring, updating and reporting of security-related events.
- Assist in the processing of administrative security issues.
- Maintain relations and cooperation with UN security management system actors, local law enforcement agencies, civil authorities and other relevant agencies.
- Provide security briefings and training to UNHCR staff, and as appropriate partner staff, on relevant security risk management processes and measures for the country concerned to include security situation updates, , the warden system, communication notification and reporting procedures, travel planning procedures road air and fire safety.
- Respond to staff queries on security issues and provide immediate assistance as required.
- Provide security-related advice to the manager and other staff.
- Maintain liaison and build relationships with Host Government Security Forces and security counterparts.

- Support the identification and management of risks and seek to seize opportunities impacting objectives in the area of responsibility. Ensure decision making in risk based in the functional area of work. Raise risks, issues and concerns to a supervisor or to relevant functional colleague(s).

Desired Candidate Profile

 Awareness of UNSMS is a must.
 2 years of Professional experience in the security field in a United Nations agency will be an asset.
 Very good skills in information analysis and report writing.
 The incumbent must have a good knowledge of the context of the area covered by the UNHCR Field Unit of Deir Ezzor. He/she must be able to monitor the security situation on a daily basis and have a good understanding of local cultures and sensitivities.
 He/she must be able to establish professional relations and have regular exchanges with the administrative authorities and the FDS of the NES Area.
 The desired candidate must have the necessary skills to coordinate security in humanitarian interventions for the benefit of refugees and other forcibly displaced persons. He/she must regularly carry out security assessment missions in the field, when needed, in coordination with the UNDSS and other agencies; collect and analyze information on the security situation during field missions.
 The candidate masters the ability to identify and solve problems by applying creativity and interpersonal skills. He/she transforms challenges into opportunities to find solutions and resolve problems.
 Good knowledge of security protocols and procedures in place following United Nations policies, UNHCR policies, and the Security Risk Management process and their application in Syria.
 The incumbent will be familiar with all aspects of the Code of Conduct, PSEA, and the policies and rules of the United Nations, and the United Nations Refugee Agency (UNHCR), as well as relevant concepts of the persons under the UNHCR's mandate.
 He/she must possess excellent interpersonal and communication skills and analysis, analytical judgment, and proven writing and reporting skills.
 When completing the application, candidates are required to list all their language skills – including their mother tongue. The three broad levels are A1/A2 ("Basic User"), B1/B2 ("Independent User"), and C1/C2 ("Proficient User").
 Shortlisted candidates will be required to sit for an oral panel interview.

Occupational Safety and Health Considerations:

UNHCR Deir Ezzor Field Unit is located in Deir Ezzor city of the same Governorate on the left bank of the Euphrates River, which is under GoS control. UNHCR Deir Ezzor FU is under the administrative management of UNHCR Sub-Office Qamishli (SOQ) in the Northeast of Syria (NES) and it is operating in a highly complex context in three governorates Hassakeh, Raqqa, and Deir Ezzor. A large part of them is currently under the control of the Syrian Democratic Forces (SDF). The present situation in Northeast Syria is unstable. This creates ongoing pressures at work and in daily life as priorities are frequently upended for other urgent ad hoc tasks.

 

Nature of Position:

Given the nature of the operation in the North-East of Syria, there are multiple challenges may be faced, including the sensitive relationship with the authorities and partners; a challenging security situation; few independent or objective sources of information; and an overriding need to be perceived as impartial in all matters.

 

Living and Working Conditions:

There is no traveling by air to and from Deir Ezzor. All movement is by road, and it is complicated. The candidates from other governorates would face challenges with the relocation to Deir Ezzor due to inadequate opportunities to obtain living quarters, and frequent family visits might be complicated.
