The Finance officer is a member of the Finance team in the Area office. The Finance department is responsible for handling the accounting, payments and financial management of the area office in a highly challenging and volatile context.

Duties and responsibilities

  • Ensure proper day to day implementation of the delegated Finance responsibilities and implement NRC’s Financial Systems and Procedures.
  • Ensure adherence to Financial Handbook, other NRC policies and donor requirements.
  • Implement NRC’s financial systems, routines and procedures.
  • Contribute to coordination with relevant partners, suppliers, authorities and other stakeholders.
  • Ensure proper filing of all supporting documents.
  • Provide regular analysis and reports
  • Implement anti-corruption policy.
  • Ensure NRC’s related activities are implemented in accordance with NRC Safe and Inclusive Programming (SIP) guidelines, policies and Syria-specific explanatory notes.
  • Report any breaches/concerns, in a confidential manner, through NRC SCO reporting channels.
  • Promote and secure a safe working environment for reporting concerns/breaches, and that all cases reported are processed in a confidential and sensitive manner.
  • Responsible for timely financial closing of the month financial in Area Office.
  • Ensure effective cash flows, preparing forecast of expenditures and submitting cash call requests to Country Office.
  • Provide finance verification of purchase and payment request up to his/her authorization limit.
  • Verify all transaction vouchers in cash & Bank postback which prepared by finance technical assistant and post the transactions in Agresso System and print the system posting voucher.
  • Participate in financial offers biding analysis, CBA analysis and Tenders as committee member according to the Logistics SOPs and authorization table and provide the required analysis of supplier Financial capacity and other analysis as required.
  • Follow up the monthly Advanced payment for NRC staff.
  • Provide Finance Induction for new non-finance NRC Staff at area office.
  • Relieve as Cashier when required, and any other tasks as per supervisor request within work scope.

المعرفة والمهارات المطلوبة

  • t Least Three-year’ experience in a Finance Role as Sr. Accountant, Chief accountant, Finance officer.
  • Bachelor's degree in accounting, or finance-related fields.
  • Proficiency in Arabic. Very good level of English written and spoken.
  • Advanced Excel Skills.
  • Knowledge of accounting systems will be an asset.
  • Previous experience in INGO.
