SUMMARY:
Cooperative Housing Foundation (CHF) International is an international non-profit organization that works closely with communities worldwide to bring about sustainable changes that improve the lives and livelihood of the vulnerable. In Syria, CHF is providing humanitarian support to vulnerable households through child and gender-based violence protection activities and seeks a Capacity Building Officer to support building staff capacity and deliver needed trainings.
This position reports to Protection Manager and is responsible for providing training for protection staff all through three governorates, Hasakeh, Raqqa and Deir-Ez-zor. S/He will be in charge of compiling all training materials and tools needed using different sources, as well as regular quality monitoring to identify technical gaps.


DUTIES AND RESPONSIBILITIES

In coordination with the protection teams, conduct quality monitoring visits and spot checks to centers and mobile locations, attend facilitated sessions and identify technical and facilitation skills gaps to be addressed through a capacity building plan.

Identify/receive information on technical gaps within the team and prepare capacity development plan.

Propose and prepare training package to develop the capacity of the team in the set topic. Ensure training package are according to international standards and coming from trusted sources and are revised and vetted by the Protection Manager.

As needed, link with other technically specialized organizations and clusters to provide technical trainings.

Facilitate trainings and ToTs for protection teams in all program locations and through in person and remote modalities when needed. Organize joint training across teams of different locations to facilitate the exchange of knowledge and experience across the program.

Provide on the job coaching and mentorship for protection team members in need of strengthening their technical skills in various areas of protection, including both prevention and response activities (PSS, CM, CBP).

Support the development of new topics and material for protection activities, based on the gaps and trends identified/raised by protection team.

Provide detailed overview to the protection manager on the technical support needed by different protection workers and coordinate capacity development plans accordingly.

Ensure that weekly and monthly capacity development plans are regularly updated based on the needs identified.

Ensure CB program info is regularly updated and maintained, including training trackers and quality monitoring reports following quality monitoring visits.

Adhere to strict data protection and information-sharing protocol to protect the privacy, confidentiality, and safety of staff and participants.

Lead the procurement planning of material needed for trainings with the protection team and manage the inventory of the stock in coordination with the program support team.

Lead the logistical planning needed for organized trainings in coordination with the protection team.

Participate in CB program-related administration for human resources, procurement, and logistics in coordination with the protection team, including inventory and weekly movement plan.

Contribute to the coordination with other protection sub-sector and service providers and community focal points to strengthen access to services and build support for community members.

Participate in the interpretation of the analyzed data on trends in the protection program and work with the protection team to build the relevant technical capacity of the program to address it.

Participate in program assessments and determination of new program space locations, needs, and activities.

Lead all CB internal and external reports, lesson learned, program workshops and trainings.

Coordinate closely with the Protection Manager and seek support as needed.

Support in other relevant tasks as assigned by the Protection Manager.

Ensure compliance with security protocols and policies.

Foster a safe and supportive working environment for all protection team, community groups and partners.

Adhere to the CHF code of conduct, Child Safeguarding policy, CP Minimum Standards and GBV Minimum Standards, including confidentiality, best interest of the child, respect, non-discrimination, responsible use of power, non-violence, do no harm and promotion of gender equality.


QUALIFICATIONS

Bachelor’s degree in psychology, sociology or equivalent experience. Experience can be substituted for a degree, in the equivalent of 2 years relevant experience for 1 year of education.

Minimum of two years as a trainer and/or lead on the implementation of capacity building plans.

Minimum of four years of relevant work experience in protection programming

Demonstrated strong protection technical skills in all areas of prevention and response activities

Experience in developing training material

Experience in developing new program material, including awareness sessions and structured PSS.

Experience working in camps or in insecure environments.

Familiarity with humanitarian and protection related technical guidelines and standards, including Minimum Standards for Prevention and Response to Gender Based Violence in Emergencies (GBViE), Child Protection Minimum Standards (CPiE), IASC guidelines, and Prevention of Sexual Exploitation and Abuse (PSEA).

Demonstrated experience and skills in social work or psychology.

Demonstrated ability to work with limited supervision.

Demonstrated ability to lead the implementation of identified initiatives.

Strong organizational and team working skills.

Good negotiation and problem-solving skills.

Syrian national.

Integrity, transparency, and strong work ethics.

Fluent in Arabic and English (written and spoken) are required, Kurdish and Assyrian an advantage.

Computer literacy skills (Microsoft Office Suit)

Ability to work under pressure and with limited supervision.

Experience with needs and risk assessments.

Commitment, patience, and resilience.

Able to cope with traumatic situations.
