Overview:
Cooperative Housing Foundation (CHF) International is a humanitarian organization providing urgent support to the people of Syria. All project activities are politically neutral, independent, and impartial. We provide support to everyone based on need, not political, religious, ethnic, or tribal affiliation.
CHF is seeking a professional for the position of Monitoring, Evaluation & Learning Field & Feedback Assistant for a multi-year USAID-funded project “Growing Agriculture and Incomes in Syria (GROW) Activity” in Northeast Syria. This position reports to the Feedback & Accountability Officer.
DUTIES AND RESPONSIBILITIES
The Monitoring, Evaluation & Learning Field & Feedback Assistant is responsible for the following tasks and responsibilities:
Monitoring
• Conduct field visits on a frequent basis when security permits, to community project sites to monitor community / stakeholder participation, project activities, provide technical assistance and troubleshoot along with the program team.
• Oversee the collection of data on the progress of the project’s inputs, outputs, outcomes and indicators, and update the databases.
• Assist in data entry and ensure proper filing of MEAL documents.
• Work with other members of the GROW team to design relevant monitoring forms and conduct training for staff on the correct use of such forms.
• Provide monthly and quarterly updates to the Senior Management Team of the Indicator Tracking Table
• Maintain and gather project statistics regarding number and beneficiary profiles, type and quantity of assistance provided, and any other quantitative and qualitative information required by the program.
Database Maintenance
• Assist in the process of constructing a GROW MEAL Database
• Produce a technical report covering all aspects of the database development process and definitions of codes, variables and copies of any software program written.
• Produce SOPs on the use of the database and/or training materials for training on relevant staff on the use of the database.
• Train CHF team on the use of the databases.
• Ensure accurate and consistent entry of data received from field staff and partner/s into database/s
• Assist the MEL Coordinator in performing data analysis and producing statistical and graphic reports
• Maintain and further develop the structure or format of the database/s as required, incorporating suggestions and amendments from CHF team members, under the MEL Coordinator’s guidance.
• Maintenance of the MS Access/Excel database/s and other/s as required
• Provide additional updates and data analysis as requested by the M&E Coordinator
Evaluation
• Work with the Monitoring, Evaluation & Learning Coordinator to develop evaluation tools and sampling methods and protocols
• Conduct qualitative and quantitative surveys of program impact to assure the project goals are being met and that the CHF team is able to constantly improve the quality of program implementation.
Reporting
• Coordinate with program team and other GROW staff to provide timely inputs for monthly and quarterly progress reports and any other required reports.
• Develop monthly reports on CHFs activities to feed into donors reporting system
• Oversee CHFs efforts to document success stories, including working with members of the program team
• Assist the Monitoring, Evaluation & Learning Coordinator in responding to requests from management and/or donors regarding the status of programs/activities and/or other issues
• Any other duties that may be assigned by the supervisor
Feedback
• Receive the beneficiary feedback via dedicated hotline (WhatsApp, e-mail and complaint box), as well as in person in Program locations and document them.
• Translate the feedback received from Arabic/Kurdish into English.
• Provide relevant counseling to feedback providers. Follow up on the feedback with relevant persons in GROW program
• Coordinate the follow-up actions with supervisor and ensure their timely execution. Promptly inform supervisor about high-priority and high sensitivity cases and seek guidance in resolving them.
• Work with the other members of the GROW field team to devise and implement appropriate plans of engagement in the communities to gather information and build acceptance
• Ensure all feedback incidents, subsequent actions and outcomes are recorded in the database, with high level of accuracy and timeliness.
• Provide timely and accurate reports for departmental needs, using the reporting tools.
• Report to supervisor about any potential database functionality issues or any modifications required.
• Ensure high level of confidentiality and security of entrusted data is maintained at all times.
• Raise Procurement Requests for Feedback Mechanism leaflet/poster printing and follow up the printing process.
• Keep the track of Feedback Mechanism leaflets/poster and coordinate leaflet distributions with the program.
• Inform community members about the Feedback Mechanism, distribute Feedback Mechanism leaflets during/before the distributions, and be able to answer questions about Feedback Mechanism when needed.
• Assist Feedback Officer in creation and delivery of training materials for staff and other stakeholders.
• Perform any other tasks requested by the supervisor or department head.
QUALIFICATIONS AND EXPERIENCE
• A university degree in development, economics, statistics, computer programming, public relations/communications, social sciences, psychology, social work, or other relevant field, or a combination of experience and education working in this sector.
• Minimum 2 years of significant experience analyzing data and producing reports
• At least 2 years relevant experience, preferably with international organizations in the monitoring and evaluation of, and reporting for complex projects.
• Past work with international donor funded programs preferred.
• Experience carrying out M&E tasks, including survey work.
• Excellent command of excel and other database applications and ability to use software for database design
• Ability to design the structure of the database and write interfaces
• Analytical and reporting skills.
• Ability to solve problems in the field with partners, local communities and beneficiaries.
• Computer/word processing and standard office software skills.
• Strong organizational and teamwork skills.
• Good negotiation and problem-solving skills.
• Integrity, transparency, and strong work ethic.
Language Skills:
• Good command of spoken and written English and Arabic.
