ROLE PURPOSE:
The primary purpose of this role is to collaborate with the HR department and line manager to oversee recruitment and admin activities for IPV in NES. The Senior HR Officer will work closely with the HR Head and Manager, managing recruitment projects from start to finish, including junior to senior positions, and handling the recruitment process from job openings to offers.
About IPV:
IPV is short for Innovative and Powerful Vision (IPV), which originated in Syria in 2016. Beginning as a group of activists, IPV emerged in response to the community’s needs and has been active in Northeast Syria. IPV is a non-profit organization licensed in France, ERBIL, and Northeast Syria (NES). Our work encompasses the Education, Health & Nutrition, Protection, Food Security and Livelihoods, and WASH sectors. We employ integrated approaches to address immediate humanitarian needs and develop the capacity of individuals through our humanitarian programs.
Key ResponsibilitiesRecruitment and SelectionEnsure adherence to recruitment manuals, processes, and SOPs for IPV-based recruitments.Manage daily recruitment operations and assist hiring managers with job descriptions.
Consolidate and verify JD templates, providing recommendations as needed.Update the recruitment plan database and coordinate with HQ on recruitments.Advertise vacancies and support HR in screening and evaluating candidates.Coordinate and schedule Position’s interviews and tests.
Organize interview questions, brief the panel, and guide the interview process.
Handle HR representative role during interviews and ensure proper candidate selection.
Communicate interview decisions, complete scorecards, and arrange follow-up interviews.
Maintain compliance with HR policies and recruitment SOPs.
Regularly update and close recruitment applications, send apologies to candidates, and maintain recruitment files.
Report recruitment progress to the line manager.
Manage senior-level recruitment processes and handle emergency recruitments.
Hiring and OnboardingManage hiring stages, including security checks and salary negotiations.Prepare job offers and employment contracts.Conduct reference checks and collect candidate documents.
Facilitate new employee onboarding, including administrative arrangements and induction programs.
Ensure all onboarding documents are signed and create personal files for new employees.
Announce new staff and introduce them to the team.
Other Responsibilities Respond to investigations and audits related to recruitment matters.
Maintain recruitment tracker and blacklist.
Communicate new recruitment practices and guidelines to the HR team.
Assist in staff development and handle personnel letters/forms.
Serve as backup for other Senior HR Officer functions, including payrolls .
Promote adherence to HR compliance, policies, and labor law.
Perform other duties as requested by HR management.
QUALIFICATIONS AND EXPERIENCE:
A bachelor’s degree in management and/or Business Administration or any other relevant field .
Minimum 3 years’ recruitment experience, with an NGO.
Excellent communications skillsProficiency in spoken and written Arabic , English and Kurdish is highly advantageous.Ability to network and utilize contacts.
Ability to accurately interview and assess candidates for appropriate roles.Results-orientated and target driven.
Demonstrated understanding of and experience with policies, protocols, and procedures of international NGOs and donor agenciesProven reporting skillsExcellent analytical/problem-solving skills and detail orientationAdvanced skills in Microsoft productivity programs (i.e. Excel) are desirable.Creative and open to learning.Attention to detail and task completion.
