Overview:
Cooperative Housing Foundation (CHF) International is a humanitarian organization providing urgent support to the people of Syria. All project activities are politically neutral, independent, and impartial. We provide support to everyone based on need, not political, religious, ethnic, or tribal affiliation.
CHF is seeking a professional for the position of Feedback & Accountability Officer for a multi-year USAID-funded project “Growing Agriculture and Incomes in Syria (GROW) Activity” in Northeast Syria. This position reports to the Sr. MEL Manager.
DUTIES AND RESPONSIBILITIES
The Feedback & Accountability Officer is receiving support from three MEL & Feedback Field Assistants and is responsible for the following tasks and responsibilities:
• Receive beneficiary feedback via dedicated hotline, process and document details and follow up actions.
• Follow up the feedback by reaching out to relevant staff at all levels of the GROW program and CHF International, so that the feedback can be resolved in a timely manner.
• Coordinate the follow-up actions with supervisor, outline actions required and follow up on their implementation. Promptly inform supervisor about high-priority and high sensitivity cases and seek guidance in resolving them.
• Provide sound advice to GROW staff on the matters of the feedback.
• Plan and coordinate outreach activities related to accountability mechanism, to ensure that projects are carried out with participation from all affected communities and information is shared with all affected communities.
• Work with the field teams to devise and implement appropriate plans of engagement in the communities to gather information and build acceptance.
• Provide training to staff and other stakeholders.
• In coordination with supervisor, draft and update documentation for feedback mechanism, including but not limited to: relevant tools, policy and procedures, materials for trainings, assessments, data base, etc.
• Ensure all feedback incidents, subsequent actions and outcomes are recorded in the database, with high level of accuracy and timeliness.
• Provide timely and accurate reports for departmental needs when requested, using the reporting tools.
• Report to supervisor about any potential database functionality issues or any modifications required.
• Coordinate the printing process of Feedback Mechanism leaflets/poster, track them, and coordinate leaflet distributions with the Programs.
• Ensure high level of confidentiality and security of entrusted data is maintained at all times.
• Translate training materials, feedback cases or any other materials related to Feedback Mechanism into English/Arabic.
• Supervise the team of three MEL & Feedback Field Assistants
• Any other tasks requested by the supervisor.
QUALIFICATIONS AND EXPERIENCE
• A bachelor’s degree in Social Sciences, Psychology, Social Work, or a related field.
• Knowledge and experience in accountability to local communities and program beneficiaries in NES is highly desirable.
• Knowledge and experience with Human Rights or International Humanitarian Law is desirable, but not required.
• A minimum of 3 years’ experience in humanitarian work, accountability, M&E, or other relevant field related to accountability and feedback mechanisms.
• Professional experience working in a similar organization (international NGO or UN) is strongly preferred.
• Strong analytical and reporting skills.
• Ability to design and conduct quantitative and qualitative studies and carry out appropriate analysis and related products.
• Ability to work independently while being a strong team player, be proactive problem-solver.
• Excellent command of Microsoft Excel and database applications.
• Computer/word processing and standard office software skills.
• Sets high standards for quality of work and consistently achieves established goals.
• Ability to work under pressure.
• Have very good conflict management skills.
• Must be flexible, willing to perform assigned and additional duties and work irregular hours.
Language Skills:
• Fluency in written and spoken Arabic.
• Good Command in written and spoken English is an advantage.
