ABOUT THE MISSION...

There are 3 implementing offices in Syria (2 in Northeast Syria/NES, 1 in Northwest Syria/NWS) with the coordination based in Amman. The total financial volume of the mission for 2022 is approximately 27 million/ The mission has now reached a number of approximately 40 expatriates and 290 national employees.

In the Northeast, SI is operating activities in two governorates, namely in Raqqa and in Hassake. In Raqqa governorate, the intervention is managed by 8 expatriates with 100 national staff members. Hassake Base is managed by 8 expatriates and 85 national employees.

Programs currently being implemented include a variety of response, from the very first emergency (covering basic needs of displaced households through emergency WASH, shelter, and cash programs) to more sustainable response (rehabilitation of water stations and systems, rehabilitation of schools, support to farmers, entrepreneurs and productive units, etc).

ABOUT THE JOB

General objectives:

• Directly manage the teams in charge of the projects (depending on the location):
  • 4 persons in Amuda / Hassake base (number can vary depending on the number and volume of projects),
  • 8 persons in Raqqa Base (number can vary depending on the number and volume of projects).
• With the Technical Support of the WASH & Infrastructure Rehabilitation Coordinator (WIRC), design, support, monitor and supervise the activities in targeted locations. This includes the realisation of proactive technical assessments, monitoring of the implementation through regular field visits, organization of remote monitoring when needed due to the security situation, validation of work and handover at the end of the project. Activities could cover different field of expertise:
  • Wash(water infrastructure rehabilitation or construction, including treatment, distribution, storage, …),
  • Irrigation (Irrigation station rehabilitation or construction / Canal rehabilitation or reconstruction),
  • Electricity (repair, rehabilitation, or construction of Service Line 20 kV and above; Electrical Power station and substation rehabilitation),
  • Sewage(repair and construction of sewage network and lifting station, construction of sewage treatment plant).
• With the Technical Support of the WIRC, work closely with the support teams to ensure that all processes are done according to SI standard (including work safety standard) and donor’s regulations. This includes:
  • Logistics and supply:preparation of procurement documents (BoQ, General and Specific Technical Specifications documents), active participation to the supplier selection (quotation process, opening and evaluation process) and contracts redaction/review.
  • Finance: the PM will be responsible of the budget follow, financial statement, budget preparation for new projects, under the supervision of the coordinator and in relationship with Finance Manager.
• In Coordination with the Field Coordinator and the WIRC, manage the institutional support component of the infrastructures’ rehabilitation activities through capacity building of the technical departments’ (local authorities), donation of material (including heavy equipment like excavators, back loader, trucks, spare parts, adapted tools, etc. in a spirit of transparency) to allow proper Operation and Maintenance by the original operators and improvement of technical departments’ structures (refurbishment of Dept facilities).
• Contribute to develop Infrastructure & Rehabilitation Strategy in your respective location (through assessment, WD and local authorities visits) and collaborate with other program departments to enhance the integrated strategy,
• Active participation in the WASH Working Group on activities related to water infrastructures, and in any relevant Working Groups to ensure the integration with other components (FSL for Irrigation / Livelihood for Electricity…)

Principle duties:

Needs assessment and project design:

• In coordination with the WIRC, oversee the development of the technical and needs assessments planning, including team’s support for key steps, including the identification of new opportunities/targeted locations, needs analysis, design of the response (programmatic and support components). These assessments are not only limited to Water infrastructures but also to Irrigation, Sewage, Electrical access and food storage and processing infrastructure, etc…
• In coordination with the WIRC , design projects, which includes the identification of support key resources (HR, logistic, procurement, financial, external partners for specific aspect like electricity, food processing, … etc.).
• Lead the teams for the creation of high-quality procurement documents (BoQs, Technical Specifications, technical drawings, etc).
• Contribute to the development of dedicated MEAL plans and logical frameworks (definition of key indicators, sources of verification, baselines, and targets etc.), including ad hoc quality indicators to improve SI performance.
• Define and evaluate, with the team, criteria for technical evaluation of the bid analysis for all “tender” processes.
• Contribute to the development of the risk analysis during the preparation of needs assessments and in the project design phase to anticipate key risks and identify priority mitigation measures.

Implementation and Monitoring of Activities

• Oversee the implementation of activities/projects and toensure the full respect of projects deadlines, SI and international technical requirements and standards as well SI internal operational procedures,
• Follow closely the spending and coordination of budgets between the different donors of the projects. Ensure spending is compliant with specific donors’ regulations,
• Work with the MEAL departments to ensure regular monitoring of activities indicators, program results, implementation progress and contextual monitoring – especially after commissioning an infrastructure (Water station or network, Service Line, Irrigation canals, ….). Ensure Sources of Verification are realistic within the context of NES,
• Contribute and support local Team in project monitoring (especially contractors) and reporting,
• Contribute to the assessment of the capacities of the local Technical Departments (Water, Sewage, Irrigation, Electricity, ….) and Local Authorities,
• Contribute to ensure the respect of SI security and safety procedures during all the key steps of the projects. Anticipate training / certification of staff in charge of monitoring of the activities in relation with the specific risk of the different activities (electrical / civil work, security, …),
• Monitor that the team and contractors are adhering to SI health and safety regulationsas well asthe full respect of SI and international requirements (PSEA, Child labour, Protection, ….),
• Ensure that stakeholders are aware / informed of delays (with clear explanation), update on progress, and generally manage expectations and maintain fruitful relationships with authorities, partners, contractors, etc. Including an available and functional CRM,
• Update risk analysis and mitigation measures outlined in project design phase, including Environmental risk and constraints,
• Be the focal point for Third Party Monitoring (TPM) consultancies or remote monitoring/evaluations (in case of access issues) on the projects. Includes participation of the definition of Terms of References of these contracts, review, and validation of outputs, and assisting in payment and documentation.

Institutional Knowledge Building

• Use and complement the institutional Knowledge Building tools created by SI.
• Participate in the centralization and dissemination of procedures, guides and tools linked to “Rehabilitation activities”.

Write handover report at the end of the mission to be send to the relevant persons.

Reporting/communication

• Participate in the drafting of the needed administrative documents (e.g. MoU’s, Handovers) to be signed jointly with local authorities, communities and/or partners,
• Contribute to the preparation of donors’ final reports and in the revision of activities related documents (studies, technical assessments, ad hoc assessments etc.),
• Immediately report any problems or information that could affect the projects/activities and/or the security of SI teams/equipment to the Field Coo and WIRC,
• Participate to the base meeting (twice a month) by feeding the documents with appropriate information and prepare the monthly update internal SI reports on the progress of projects/activities on your base. Support Coordinator for global report as needed,
• Ensure that all rehabilitation program-related documents and files are uploaded and archived according to the SI standards and SOP.

Coordination and Strategy

• Participate to the integration with other Programs Departments of the base (Shelter / Wash / Food Security / MPCA & Livelihood) on new or ongoing projects in coordination with the Deputy FC-Programmes,
• Participate actively in the external coordination of your area (WWG, FSLWG, …. and other actors INGO, LNGO, stabilisation actors) involved in Infrastructure Rehabilitation (WASH, Irrigation, electrical, ….) to ensure no overlap and full transparency,
• Participate actively in the definition and implementation of short/mid-term strategy for SI, considering guidance from the WIRC (funding patterns and strategic priorities of donors), but also practical matters (forecasted loss of access, relations with authorities, competing humanitarian crisis),

Cross cutting tasks

• Assist, lead and/or actively participate in Technical Training for Staffs capacities building.
• Ensure all staffs complies with Solidarites International security procedures while carrying out all activities.
• Attend weekly Base meetings to ensure full understanding of security context in areas of interventions.
• Recruit teams according to new organigram and SI process
• Consider the protection and all mainstreaming aspects on each project.

YOUR PROFILE

Specific skills and experience:

• Engineer (2 to 5 years of experiences) or Technician with 5 to 10 years of experiences in following area of work: hydraulic / pumping / electricity / civil work
• Experienced in design of infrastructures (water, sewage, irrigation, electricity)
• Experienced in work monitoring (water station / sewage station / electricity / civil work) or good skills.
• Knowledge and palatability in supply - quotation process (Tender, procurement, and related process)
• Experienced in team management.
• English (Arabic a plus)
• Able to manage important workload with tight deadlines.
• Curious and strong-minded
• Formal training and qualifications in WaSH or hydraulics
• Understanding of water treatment station functionality
• Electromechanics knowledge (pumps / control panel / …)
• Electrical knowledge (medium voltage / high voltage)
• Ability to plan and review rehabilitation works.
• Capacity to deal with contractors and ensure timely delivery.
• Ability to operate safely and effectively in a security sensitive environment.

Management

The candidate will manage a multisectoral technical team implementing works on up to 15 different sites. But in addition, the WASH PM Rehabilitation will be required to effectively manage local contractors carrying out the works, ensuring compliance with time, cost, and quality standards.
