General description:
Under the supervision of the Programme Manager (PM), the position holder will be responsible forworking alongside the partners, programme team, and specialists, supporting the CVE project managerin NES to ensure all activity is aligned to NPA strategic aims and fully coordinated with the EU-CVEprogramme objective. The position will scope, develop, and provide bilateral technical capacity-building support, including joint training activities for all partners, exchange local visits, and sharing bestpractices. Furthermore, the position will follow up on CVE technical operations with civil societypartners to understand and prevent the spread of violent extremism.


In addition, the CVE Sr. Technical Officer will be responsible for providing and monitoring of theprojects related to the CVE programme in Syria, in line with NPA’s overall strategies, plans, and policies.

 

  • In coordination with the PM (Programme Manager), ensure coordination with all partners,relevant stakeholders, local and national authorities, and other organisations engaged in thedevelopment initiatives and working groups in NES.
  • Assist the PM in the process of partner identification and verification.
  • Act variously as mentor, advocate, or moderator, depending on the demands of the occasion.
  • Guide the technical team to maintain active coordination and cooperation with local partners,I/NGOs, and other stakeholders.
  • Focus on working with NPA local partners, in terms of supporting technical aspects of thepartners project implementation, application development, and reporting process. Thesefunctions require on the part of the person selected, an ability to relate to the needs andaspirations of the underprivileged in a manner that is both supportive and respectful of cultureand traditions.
  • Closely follow up on the status of CVE issues in NES and keep the team updated accordingly.
  • Under the overall guidance and supervision of the Programme Manager, in cooperation with theprogramme team and NPA support units, ensure adequate risk management in NPA projectactivities, including streamlining the integration of risk and security management perspectivesin all strategic and programmatic
  • Specific duties and responsibilities:
  • Scoping and developing CVE technical capacity of the partners and NPA local staff, follow up onactivity implementing as directed on counterterrorism and counter violent extremism.
  • Ensure high quality resource management of programme activity.
  • In close coordination with the PM, Liaison with stakeholders in NES to assist in tehnicalforecasting and analysis.
  • In close coordination with the PM, provide programme briefs to senior stakeholders in NES.
  • Support the PM with day-to-day management of the programme and relevant partnersprojects.
  • In coordination with the programme team and local partners, support the PM to oversee thetechnical support and implementation of the partners project activities in accordance with plansand budgets.
  • Work with the PM to monitor and revise partners budgets, as needed.
  • Close coordination with Monitoring, Evaluation, Accountability and Learning (MEAL)Department, to prepare and regularly update the Project Monitoring Plans (PMP).
  • Ensuring full compliance, timeliness and quality of implementation and narrative reporting, andin cooperation with the other NPA units.
  • Conduct regular visits and follow up on communication with partners to follow up projectactivity implementation and provide support.
  • Technical coaching and mentoring for partners staff as required.
  • Contribute and provide quality input to project proposals, quality reports and informationmaterials in a timely manner.
  • With Capacity Building team, conduct necessary assessments for partners’ capacity building,and developing capacity building plans and tools, and appropriate follow up.
  • Closely follow up the context in Syria especially in regard to CVE issues and keep theProgramme Manager updated accordingly.
  • Maintain active communication with the programme team, timely response to emails that aresent to him/her by the senior management team, others in the programme team and localpartners.
  • Contribute as required to programme reports accurately and on time. Provide the ProgrammeManager with programme materials, status, and outcomes as requested.
  • Help facilitate, liaise and ensure good working relationships with a range of national authorities,UN and local stakeholders.
  • Identify any apparent issues in the programme and report them to the appropriate personnelincluding reporting security incidents/concerns.
  • Other duties assigned by the Programme Manager and/or Country Director in relation toprogram issues.
  • Programme and Thematic Responsibility:
  • Conduct significant CVE capacity-building initiatives for partners based on the programmeobjective and in-depth dialogue and an assessment of needs.
  • Lead initiatives to understand and CVE and the use of technologies, ensure the EWER systemare well developed, used and maintained by partners.
  • Work on digitalising the non-formal education curriculum. Use of technologies in the CVEactivities.
  • Work with the consultant/s to develop the ICT toolbox, provide needed technical inputs andfollow up on partners capacity training needs.
  • Provide high quality reports on the progress and achievements of the conducted technicaltrainings events.
  • Tracking the partners use and utilization of technical knowledge and skills acquired in technicaltrainings and workshops and developing relevant tools for this purpose in liaison with theinstitutional development coordinator.
  • Serves as the technical focal point for coordination with partners across NES and otherinitiatives working on violence and extremism.
  • Provide inputs with the aim to set high quality technical and performance targets, ensuringadherence to sectoral standards, best practices, NPA strategic objectives, ProgrammeHandbook and donor guidelines.
  • Assist the PM and support the team to regularly assess the strategic partnerships and partnersin the programme in order to ensure relevance, impact, compliance, transparency andcongruence with NPA’s Partnership Policy, NPA Gender Equality Policy, Partnership Agreementas well as NPA’s strategic objectives.

Function prerequisite:
The Countering Violent Extremism (CVE) Sr. Technical Officer will be responsible for assisting theProgramme Manager and the Programme Team of Norwegian People’s Aid (NPA) with programmesrelated to de-radicalization, specifically CVE, PVE, Early Warning and Early Response System (ERERs),and reintegration and protection of women and girls, protection of children, women empowerment andinterventions related to supporting and implementing the CVE programme.
The Sr. Technical Officer is responsible for and reports to the Programme Manager. The planning andimplementation of the programme are carried out in coordination with the operation and the financeteam and are under the overall responsibility of the Programme Manager.
The position is based in NES, Syria, with travel to other areas of operation as required.

Education:
Must have:

  • University degree in political science, human rights, development or law, or equivalentexperience in relevant sectors with reputable INGO or UN.
  • Excellent English language skills, both written and oral.

Experience:
Must have:

  • At least 5 years of proven experience in development programming including 3 years of projectmanagement experience, in one or more of the following sectors: CVE, PVE, Protection, SGBV,Women Empowerment, Human Rights,
  • Strong budget and programme management and leadership skills and proven experience, withthe ability to inspire and build competence of staff and achieve results through others,especially in local partnership.
  • Excellent analytical and needs assessment skills, experience with capacity development of localorganisations.
  • Good communication, organizational and analytical skills and ability to work well in a team.
  • Written and verbal proficiency in English is essential, as well as Arabic written and verbalproficiency.
  • Experience as a successful project manager in an international context working with localpartners.
  • Experience of long-distance (remote) management tools and working with local NGO partners,including capacity building and organizational support to partners.
  • Strong knowledge of cultural and political contexts and development issues in the Syria and theNES.
  • Other qualifications:
  • Strong technical and coordination skills, with the ability to lead, inspire and build competence ofimplementing partner staff and achieve results through others.
  • Personal Competencies:
  • Self-driven with integrity, initiative and ability to think and work independently
  • Strong communication, networking and interpersonal skills
