Introduction:
Growing Agriculture and Incomes in Syria (GROW) is a five-year supported project by USAID and implemented by the prime Cooperative Housing Foundation (CHF) International in non-regime held areas, beginning initially with Ar-Raqqa, Deir-Ez-Zor, and Al-Hasakeh governorates of Northeast Syria (NES). It is essential to mention that while these governorates represent the initial geographic scope, the full contractual scope includes all "non-regime held areas of Syria)." The project seeks to improve food security and transform agricultural market systems in non-regime-controlled areas of Syria. As prime contractor, CHF International will lead the GROW project in conflict-sensitive strategic partnerships with local actors to generate catalytic and equitable investments that achieve ambitious, realistic progress for NES’ 2 million people. As a result of GROW, USAID/Syria will boost private sector-led growth, household resilience and stability.
GROW will combine the proven Markets in Crisis (MiC) approach with a Portfolio approach, and an overarching emphasis on Collaborating, Learning and Adapting (CLA). Well-suited to NES, MiC strengthens the capacities of non-aid actors through push and pull interventions to build more inclusive, market-based and resilient systems.
The strategy for GROW employs climate-sensitive, inclusive interventions to address the root causes of the underperforming market system as it works towards achieving three objectives:
1.
Increase local agricultural production.
2.
Expand access to food in local markets; and
3.
Increase the incomes of farmers and agribusinesses.
This Request for EOIs is an open call for Syrian, non-US, US non-governmental organizations, prioritizing the private sector and private sector businesses to express their interest in participating in one of the following thematic areas of GROW as mentioned in the EOI Section II- 1.
For GROW Y1, according to AWP Y1:
1.
Livestock:
• Red Meat (Butcheries and Supermarket actively participating in the red meat value chain).

Dairy
2.
Cereal Crop: Wheat.
3.
High Value Crops:

Vegetables,

Beekeeping,

and Fruit.
Interested applicants can submit their EOI’s using the Annex A “Expression of Interest Form” available below.
Following review of the submitted EOIs, GROW will select a subset of strong concepts, designated semi-finalists, and will invite these respondents to submit a Concept note through Co-Creation process. Semi-finalists will be selected based on predetermined criteria that take into account the soundness of the proposed technical approach, likelihood of success, and demonstrated past performance of the organization/business. GROW will host a Co-Creation Event for semi-finalists to discuss the context in which different instances of inequity arise, showcase different interventions, and encourage collaboration and partnership among semi-finalists within and across the tracks.
Issuance of this Request for EOIs does not constitute an award commitment on the part of GROW, nor does it commit GROW, USAID, or any of its funding Partners to pay for costs incurred in the preparation and submission of proposals. Further, GROW /USAID reserves the right to reject any or all EOIs/Concept notes received. Applications are submitted at the risk of the Applicant. All preparation and submission costs are at the Applicant’s expense.
