Overview:
Cooperative Housing Foundation (CHF) International is a humanitarian organization providing
urgent support to the people of Syria. The GROW program aims to improve food security and transform
agricultural market systems in NES Syria. Program activities are politically neutral, independent, and
impartial. We provide support to everyone based on need, not political, religious, ethnic, or tribal
affiliation.
CHF seeks a Senior M&E Officer to support the Grow Program. This position reports to the Sr.
Monitoring and Evaluation Manager and is responsible for the monitoring the project activities on a
regular basis, developing and maintaining the MIS of the M&E department and the collection & analysis
of different data in relation to project activities.
DUTIES AND RESPONSIBILITIES
Database Development and Maintenance
• Assist in the process of constructing a Beneficiary Database
• Develop training materials for training to relevant staff on the use of the database.
• Train team and staff on the use of the databases.
• Ensure accurate and consistent entry of data received from field staff and partner/s into
database/s
• Work with Sr. M&E Manager in performing data analysis and producing statistical and graphic
reports
• Provide additional updates and data analysis as requested by the Sr. M&E Manager
• Provide technical support to CHF staff and partners’ staff on the specific data required from
them in relation to the different indicators they are monitoring as required.
Monitoring and Beneficiary Selection
• Work with the Sr. M&E Manager in developing systems for screening and selecting beneficiaries,
including assisting in the design of relevant tools when necessary
• Maintain and gather project statistics regarding number and beneficiary profiles, type and
quantity of assistance provided, and any other quantitative and qualitative information required
by the program.
• Train and mentor CHF M&E team
• Provide contributions to weekly, quarterly and annual reports as needed
• Provide monthly and quarterly updates to the Sr. M&E Manager on the Indicator Tracking Table
• Coordinate with other departments to provide strong support to other programs.
• Work with other members of the CHF team to design relevant monitoring forms and conduct
training for staff on the correct use of such forms
• Conduct field visits on a frequent basis when security permits to community project sites to
monitor community / stakeholder participation, project activities, provide technical assistance
and troubleshoot along with the partner’s team.
Evaluation
• Work with the Sr. M&E Manager and partners team to develop evaluation tools and sampling
methods and protocols
• Conduct qualitative and quantitative surveys of program impact to assure the project goals are
being met and that the CHF team is able to constantly improve the quality of program
implementation.
Reporting
• Develop monthly reports on CHF GROW activities to feed into donors reporting system
• Oversee CHF’s efforts to document success stories, including working with members of the
partners team
• Assist the Sr. M&E Manager in responding to requests from donor regarding the status of
programs/activities and/or other issues
• All other duties as assigned by supervisor.
QUALIFICATIONS AND EXPERIENCE
Education/Degree: A university degree in development, programming, public relations/communications
or other relevant field, or a combination of experience and education working in this sector
Minimum 4 years of relevant experience, with at least 2 years relevant experience with international
organizations in the monitoring and evaluation of and reporting for complex projects. Past work with
international donor funded programs preferred.
Language requirements: Good command of spoken and written English and Arabic. Kurdish desirable

• Excellent command of excel and other database applications and ability to use software for
database design
• Ability to design the structure of the database and write interfaces
• Analytical and reporting skills.
• Ability to solve problems in the field with partners, local committees and beneficiaries
• Experience working in camps or in insecure environments.
• Demonstrated ability to work under pressure and with limited supervision.
