We are looking for a Shelter and WASH project Manager to join our Northeast Area Office. The role holder will be responsible for managing the overall NRC Shelter and WASH projects and staffing, which are delivered through direct implementation, contractors, and local humanitarian partners (if any). They will also contribute to broader country-level program development in collaboration with the WASH/Shelter Specialist.

Duties and responsibilities

• Line management of Shelter and WASH staff in the Area Office.
• Adherence to NRC policies, guidance and procedures and awareness of NRC global and regional strategies.
• Contribute to the Shelter and WASH strategies development, and project proposals and provide input on needs and gaps, considering where appropriate the role of cash and voucher-based interventions and market-based programs.
• Coordinate with Area Office management and manage Shelter and WASH project implementation (needs assessments, activities, budget, and project documentation) in line with proposals, strategies, and donor requirements.Implement technical direction and ensure high technical quality of projects.
• Provide regular progress reports to the Area Manager and the Shelter and WASH Specialist.
• Ensure that projects target beneficiaries most in need of protection and explore and assess new and better ways to assist.
• Develop and manage project budget.
• Provide technical direction to the project staff, be responsible for capacity building and transferring key skills through mentoring and on-the-job training.
• Liaise and collaborate with relevant local authorities and other key stakeholders.
• Promote the rights of IDPs/returnees in line with the Country's advocacy strategy.
• Ensure NRC’s related activities are implemented following NRC Safe and Inclusive Programming (SIP) guidelines, policies, and Syria-specific explanatory notes; Report any breaches/concerns, confidentially, through NRC Syria reporting channels.
• Promote and secure a safe working environment for reporting concerns/breaches, and that all cases reported are processed confidentially and sensitively.
• Promote the rights of IDPs/returnees in line with the advocacy strategy.

• Minimum 3 years of experience with project implementation in a humanitarian/recovery context.
• Minimum 5 years of experience working in construction/engineering in shelter, infrastructure or water and sanitation projects, with tight deadlines, team, and budget supervision.
• Minimum 3 years in a senior managerial position related to construction/engineering in shelter, infrastructure or water and sanitation projects.
• Bachelor’s degree or above in the field of civil engineering, hydraulics, mechanical engineering, electrical engineering, architecture, or other relevant studies.
• Experience of working in complex and volatile contexts.
• Technical WASH expertise working in the construction/rehabilitation/engineering of boreholes, water networks, sewer networks and other relevant WASH infrastructure or shelter expertise working in construction/rehabilitation/engineering.
• Knowledge of the context in Syria.
• Experience with contractor management.
• Experience with managing project budgets, timelines, and staff.
• Experience with capacity building and team development.
• Fluency in English and Arabic, both written and verbal.
