Main Purpose:

The MEAL Officer is responsible for ensuring effective monitoring, evaluation, accountability, and learning across all programs of the organization. The role involves designing and implementing monitoring and evaluation frameworks, developing tools and processes to collect and analyze data, and conducting regular reviews of program performance. The MEAL Officer also ensures accountability to beneficiaries and other stakeholders and promotes a culture of learning within the organization

Responsibilities

• Develop and implement monitoring and evaluation frameworks for all programs, in line with the organization’s MEAL strategy and best practices in the sector.
• Develop and implement tools and processes to collect, analyze, and report on program data, ensuring data quality and accuracy, including testing of all new and updated tools
• Participate in program/project development through contributing to maintaining needs assessment tools and undertake data collection processes.
• Oversee and support meal and project staff in timely implementation of monitoring framework and tools and ensure quality and consistent information is available on program performance and impact.
• Oversee the quality of all field data collection exercises, data management, and analysis.
• Ensure that the regularly collected project data is verified and timely shared with relevant stakeholders to inform program/project design making
• Undertake regular field visits to support the implementation of monitoring and evaluation procedures and identify areas of improvement.
• Supports mid-term and final evaluation processes, including assessing the methodology and commenting on the draft report before finalization
• Ensure the use and adaptation of the newly developed SOPs and the standardized digital data collection and analysis tools, and templates for quality monitoring, evaluation, and reporting
• Contribute to the evidence-based decision-making on program design and implementation through making monitoring and evaluation findings accessible
• Ensuring the implementation of project meal plans across all project activities
• Supports the meal manager in design and implementation of periodic evaluation activities including baseline surveys, research, and evaluations in the area of health.
• Actively involved in promoting learning through documentation of lessons learned and developing approaches for community analysis and utilization of data for decision-making.
• Ensure all data collection is done in line with good quality monitoring data, in a timely manner, and organize data received for reporting
• Ensures timely data analysis and preparation of monitoring report
• Conduct site field observations of completed and ongoing activities to verify the information reported

Experience:

• Degree in a relevant field (e.g. social sciences, development studies, statistics).
• At least 3 years of experience in monitoring, evaluation, accountability, and learning in a development context, preferably with an NGO.
• Excellent communication and interpersonal skills, with experience in facilitating meetings and trainings.
• Fluency in English (written and spoken)
• Ability to work independently and as part of a team, and to manage multiple priorities and deadlines
