Senior Field Assistant
Organizational Setting and Work Relationships The Senior Field Assistant is normally supervised by the (Senior) Field Officer/Associate and performs a variety of functions related to Field activities within the office. The supervisor defines work processes and provides regular advice and guidance.
The incumbent keeps frequent internal contacts with staff members in the same duty station to exchange information and with the external contacts generally with officials of national and international institutions, leaders of the refugee community, local population and/or Implementing Partners (IPs) on routine subject matters under the direction of the supervisor. All UNHCR staff members are accountable to perform their duties as reflected in their job description. They do so within their delegated authorities, in line with the regulatory framework of UNHCR which includes the UN Charter, UN Staff Regulations and Rules, UNHCR Policies and Administrative Instructions as well as relevant accountability frameworks. In addition, staff members are required to discharge their responsibilities in a manner consistent with the core, functional, cross-functional and managerial competencies and UNHCR¿s core values of professionalism, integrity and respect for diversity.
Duties
- Assist in monitoring the implementation of UNHCR programme including the delivery of all assistance items and monitoring of infrastructure.
- Assist in administrative tasks as required such as preparation of reports and meeting authorized personnel and assisting them during field missions.
- Act as interpreter in the exchange of routine information, contribute to related liaison activities and respond directly to routine queries.
- Collect data and other information relevant to UNHCR and report to the supervisor accordingly.
- Keep regular contacts with local authorities and implementing partners as requested by supervisor.
- In coordination with implementing partners, assist in the reception, registration and provision of assistance to persons of concern to UNHCR.
- Follow up, on a regular basis, the overall situation of persons of concern in camps and other areas where they have been accommodated and report accordingly.
- Liaise with local authority counterparts, partners and populations of concern.
- Direct incidents and problems to the supervisor when they cannot be resolved at their level.
- Perform other related duties as required.

Desired Candidate Profile
1) Three years of experience in emergency planning, and response, beside working with IDPS, returnees, refugees, in camps and centers/shelters.
2) Working NES with the authorities, as well as with multi-sector/partners coordination, and other stakeholders.
3) Solid experience with conducting monitoring and evaluation, and providing possible solutions to improve projects funds implementations.
4) Familiarity with the United Nations Field Work will be an asset.
- Shortlisted candidates will be required to sit for an eliminatory written test, the passing threshold will be 60%, and only the passing candidates will be given a chance to sit for an oral interview. The scores of the written test and interview could later be combined with that of the interview to arrive at the final scores.
- The written test and oral interview weight will be ( 50 / 50 ) % of the overall process.

Nature of Position:
Sub-Office Qamishli (SOQ) in the North-East of Syria (NES) is operating in a highly complex context covering three governorates: Hassakeh, Raqqa and Deir Ezzor. UNHCR is coordinating the response in all ten NES camps hosting Internally Displaced Persons (IDPs,), Iraqis and Third Country Nationals (TCNs). UNHCR also coordinates assistance in all collective centers, informal sites and settlements hosting populations in need. The present situation in NES is unstable. This creates ongoing pressures at work and in daily life as priorities are frequently upended for other urgent ad-hoc tasks. The incumbent should be prepared to work under very challenging conditions and be able to manage stressful situations.
Inadequate or lack of coordination compromises the protective environment that camps and other sites are supposed to provide. Therefore, capacity for efficient multi-sector coordination is among the prioritized attributes of this position.
Under the direct supervision of the Field Officer, the incumbent will be following up on field activities, coordinate with other units within UNHCR and external service providers. Conducting field monitoring, situation analysis, making recommendations in addition to reporting will be among the activities that will be done on a regular basis.
Living and Working Conditions:
The present situation in the North-East Syria is unstable. This creates ongoing pressures at work and in daily life as priorities are frequently upended for other urgent ad hoc tasks. The incumbent should be prepared to work under very challenging conditions and be able to manage stressful situations. Travel by air to and from Qamishli is complicated and though the flights are regular, they can be unavailable at times for a variety of reasons. Candidates from other governorates would face challenges with the relocation to Qamishli due to inadequate opportunities to secure living quarters, and frequent family visits might be complicated.
Given the nature of the operation in the North-East of Syria, the incumbent may face multiple challenges, including sensitive relationship with the authorities and partners; a challenging security situation; few independent or objective sources of information; and an overriding need to be perceived as impartial in all matters.
