Provide regular contextual security report and share with Security Manager.
Security Assessments
- In concert with Amman Security Department, carry out security assessments and evaluations (Minimum Operating Security Standards (MOSS) self-assessment) in all ACTED area.
- Update Security risks assessment, SOPs and others security documents as appropriate and share with Coordination and all local staff and ensure the security notice rules are applied.
- Provide regular assessment reports for the camps that managed by ACTED, with weekly visits to all camps.
Operational support
- Report any damage to security infrastructure, and technical installations to the logistics team.
- Liaise with HR department to constant update of the emergency contact list and timely issuance of ID cards.
- Ensure a proper level of preparation before movement on the field , review all the Security clearances, transportation means are adapted, a good fleet maintenance, and set movement rules which are adapted to the local context to support the Fleet team in area. Ensure Operational follow-up of movements.
- Support Fleet team with driver’s appraisals, with review all SIRs that happened with drivers during ACTED operation.
- Support Finance teams during CASH/Money distribution, with showing good acceptance/ Respect to the community during any CASH activities.
- Monthly check with IT teams about reviewing all the CCTV system/internet network, with making sure it is working, making sure all new expats got SIM card.
- Ensure all border trips have Security focal point to join, with good liaison with all related departments to be ready support.
- Briefing and training
- When the Area Security manager on leave:
- Provide security briefings for all incoming ACTED staff with follow-up periodically or when applicable.
- Provide security briefing to staff as needed and ensure that all staffs adhere to security policies and procedures. This includes briefing to all newly recruited staff joining ACTED, and induction briefings for visiting personnel.
- Build the team’s capabilities periodically, by providing the necessary support and training, and ensuring that they are applied to the activities in a thoughtful manner.
- Providing support to the CBO Department, by providing technical security trainings to partners and local NGOs partnering with ACTED.
- Liaison with humanitarian, military, community and other actors
- Establish a strong relationship with others security actors, including INGO, LNGO and agencies working in the security management filed (Hasake/NL DEZ).
- Share security updates with ACTED coordination.
- Report on all compound security and reporting from bases on agreed time-frames.
Reporting
- Fill reports in case of Security incident and follow up as appropriate.
- Record the Field Security focal points in the Security Monitoring Plan daily.
- Ensure proper filing/file maintenance of security related documents.
- Review all camps weekly security reports, and make sure to share with coordination.
- Report any misconduct to ASM as soon as possible,
- Ensure that communication equipment is working, do regular checks-up, inform ASM as soon as possible when an item is not working or does not have enough credit by updating the follow-up tool,
- Support Security Department to inform ACTED staffs and missions on any Security Incident impacting ACTED according to the Communication Channels and Security Alert Memo.

- 40% success rate of reducing the incidents.
- 10% of providing trainings in a timely manner.

The Area Security officer has the responsibility to adhere to the PSEAH Policy (Protection against Sexual Exploitation, Abuse and Harassment). The Area Security officer has the obligation to complete all mandatory trainings related to the Code of Conduct and the PSEA policy and report any safeguarding concern such as breaches of organizational policies or codes of conduct according to ACTED’s procedures. The Area Security officer carries out work duties in a way that does not harm children, vulnerable adults or other staff or volunteers.
JOB PURPOSE
Under the supervision of the Area Security Manager, the Area Security Officer (ASO) is responsible for supporting the Security Department in all of ACTED areas of operations in Hasakeh Coordination (Hasakeh Governorate and North Line Deir-Ez-Zor Governorate), in the overall security management of ACTED programs, staffs and assets/properties/premises. Due to their roving quality, the ASO may be called to support in all ACTED areas of operations, especially when the security assistants are on leave or to support in the assessment or implementation in new areas of operations.
OBJECTIVES
- Ensure ACTED is complying with Security and Safety standards.
- Support program team implementing in HSK and DEZ.
- Support CCCM teams in Camps
- Support in developing and implementing comprehensive security policies,
procedures, and protocols that meet ACTED standards, create emergency response
plans to minimize risks associated with potential threats.
- To provide a secure environment for employees, and Flash visitors by monitoring
access control systems.
