Overview:
CHF Internationals’ Office of Humanitarian Assistance (OHA) has developed a strategy for the organization’s response to the Syria crisis, anchored in a field presence. Specifically, OHA is commencing responding directly in Syria, intensifying CHF’s assistance to Syrian IDP’s. This will be done through an approach to programming where projects will be focused on the sustainability rather than relief delivery.
CHF is a fully registered organization in Iraq and Syria and is currently building its humanitarian response professionals in Iraq and Syria. CHF intends to hire a full-time Grants officer for a multi-year USAID funded project “Growing Agriculture and Incomes in Syria (GROW) Activity” in Northeast Syria.
This position will report to Grants Coordinator with technical reporting line to Grants Manager.
Job Summary:
In Coordination with the Grants Manager and program teams, the Grants Officer will support the successful implementation and management of sub grant life cycle in compliance with Grants Manual and Standard provision of USAID as mentioned in 2 CFR 200 and ADS 303. This position requires frequent travelling to field (project implementation locations, partners offices and communities, etc.).
DUTIES AND RESPONSIBILITIES:
The key Job responsibilities of this position are as under but are not limited to:
Sub Grants and Compliance:
•
Lead the potential applicant mapping exercise in project locations.
•
Assist in the pre award orientation workshops in project locations.
•
Assist Grants Coordinator in preparation and announcement of Request for Applications (RFA)/ Annual Program Statements (APS) under GROW project.
•
Review sub-grantees’ cost proposals (reasonable, allowable and allocable), negotiate and analysis the cost for consistency and reasonability.
•
for completeness & correctness and enter applications in the logging database.
•
Update the Application logging database on regular basis and inform grants manager of any discrepancies.
•
Support in the preparation and conduction of Grants Review Committee meetings
•
Support Grants Coordinator perform Pre award Assessment for Financial Responsibility (PAFR) on Successful applicants and assign risk ranking to the applicant.
•
In coordination with the Grants Coordinator and supported by Grants Manager, prepare Grant agreements and modifications.
•
Coordinate grants kick off meetings and other capacity building training and workshops identified for the partner.
•
Maintain Grants Filling System to ensure Sub-grants Files maintained and updated in hard and soft copies in compliance with donor’s and contractual obligations.
•
Maintain the subgrant complete file including but not limited to selection memos, negotiation memos, budget reviews, subgrant agreements, modifications, closeouts, etc. And ensure the execution of subgrant documents is in line with GC and donor regulations and procedures.
•
Support grants team in sub grant close out process.
Sub Grant Finance and Reporting:
•
Ensure timely and correct submission of all partners’ financial reports in accordance with subgrant agreement terms, review reports for reasonableness and coherence with program plans and reports.
•
In coordination with the technical team and grants coordinator, review financial and program narrative reports, ensuring that expenses and supporting documents represent true picture of the financial statement and comply with the terms and conditions of the GUC agreement.
•
Review Cash requests from sub grantee and ensure timely processing of subgrants disbursements.
Sub grant Monitoring:
•
Perform field financial monitoring visits and desk reviews as per monitoring schedule and record the outcome.
•
Follow up with sub grantee on gaps identified from previous reports and financial reviews.
Procurement:
•
Work closely with the GC technical departments to ensure Procurement Plan followed.
•
Review Partner Procurement Requests, according to detailed budget.
•
Review solicitation documents drafted by sub-grantees for direct procurements.
Coordination and Communication:
•
Maintain effective and close coordination with the partners and Grants team to ensure timely and correct flow of information.
Training and Capacity Building:
•
In Coordination with the Grants coordinator, identify areas for building the capacity in partner organizations and work with GC team to help address these needs and improve areas of weakness.
•
Periodic review of Partners internal policies and procedures and propose the recommended improvements.
QUALIFICATIONS
•
A university degree in finance, public administration accounting or related field. Alternatively, a combination of experience and education working in this sector.
WORK EXPERIENCE
•
Should have a minimum of 2 years of’ experience working with international NGOs or UN agencies and 1 year in grant/contracts administration domain.
•
Previous knowledge and experience in Syria
TECHNICAL SKILLS
•
Experience is finance /sub grants management, preferably under USAID funded grants/contracts.
•
Excellent communication and interpersonal skills.
•
Proficient in MS office application with strong working knowledge of MS Excel and other databases.
•
Ability to work and deliver under tight timelines and pressure situations.
•
In addition, must be flexible, willing to perform assigned and additional duties and work irregular hours under potentially hazardous conditions. Willingness to travel inside NE Syria to different project locations and Sub grantee offices.
LANGUAGES
•
Required: Fluency in written/spoken English.
•
Knowledge of Arabic will be valuable.
