Cooperative Housing Foundation (CHF) International is a humanitarian organization providing
urgent support to the people of Syria. All project activities are politically neutral, independent, and
impartial. We provide support to everyone based on need, not political, religious, ethnic, or tribal
affiliation.
CHF is seeking a professional for the position of IT Officer for a multi-year USAID-funded project “Growing
Agriculture and Incomes in Syria (GROW) Activity” in Northeast Syria. This position reports to the IT
Coordinator.
DUTIES AND RESPONSIBILITIES
The overall responsibility of the IT Officer is to provide support to all employees in order to ensure the
efficient operation of the office and to report to the IT Coordinator. Implements and administers
technologies and processes that ensure the reliability, efficiency, and availability of the production
environment.
DUTIES AND RESPONSIBILITIES
The IT Officer is responsible for the following:
• Maximizes system utilization. Ensures sufficient capacity.
• Administers system backups. Ensures data availability and recoverability.
• Conducts performance reviews on platforms and implements tuning changes.
• Administers the operating systems, database, network software, and interfaces.
• Initiates and maintains systems, network, and storage management.
• Ensures the consistent quality of services is provided to customers.
• Receives and responds to support requests. Documents incidents, interaction, and solution within
Service Desk application. Communicates status of problems to customers.
• Monitors and manages group and individual queues and distributes Service Desk tickets.
• Installs and maintains client hardware, software, and peripherals. Maintains hardware and
software inventory. Collaborates with Headquarters IT Services to ensure the efficient operation
of the computing environment.
• Manages and monitors technology vendors and consultants to ensure contracted quality of
services is being provided.
• Provides support/guidance on the maintenance, repair, and procurement of hardware and
software devices for the office.
Provides staff with basic training in the usage of any new software or technology device adopted
by the office.
• Provides general support for ICT4D related programs and project activities, as required.
• Update IT Assets sheet and Podio System.
• Monitor Internet suppliers for CHF offices around NES.
• Support end user tickets/issues around CHF offices and guest houses in NES.
• Provide Daily, Weekly, and Monthly IT reports.
• Adheres to the organization`s policies and procedures.
• Performs other duties and any relevant tasks assigned by the supervisor.
QUALIFICATIONS AND EXPERIENCE
• A university degree in a relevant field or a combination of experience and education working in
this sector. IT Certifications are taken into consideration as well.
• A minimum of 2 years’ experience in a related area. Past work with local NGOs and/or
international donor funded programs preferred.
• Ability to work well in unstable and frequently changing security environments.
• A willingness to work and live in often remote areas under basic conditions.
• High analytical and reporting skills.
• Team player with excellent planning skills.
• Ability to solve problems in the field with suppliers.
• Excellent command of excel and other database applications.
• Knowledge in Tasks Management software such Jira.
• Knowledge in IT Documentation Software such as confluence.
• Knowledge of Managing Active Directory in MS Azure environments is a highly valuable skill.
• Knowledge of BitLocker and IT Compliance policies is highly valuable.
• Knowledge of SharePoint Solution and Permissions structure.
• Knowledge of MS 365 Solutions and Licensing support.
• Sets high standards for quality of work and consistently achieves established goals.
• Ability to work under pressure.
• Have very good conflict management skills.
• Must be flexible, willing to perform assigned and additional duties and work irregular hours.
Language Skills:
• Fluency in written and spoken Arabic.
• Fluency in written and spoken English.
