General Context:
Un Ponte Per (UPP) is an Italian NGO established in 1991. It started its activities as “Un ponte per Baghdad”, in the aftermath of the first Gulf war, with the aim of organizing solidarity initiatives in support of the Iraqi civilian population. In subsequent years, UPP missions expanded to include Serbia and other Middle Eastern and Mediterranean countries. The NGO aims at preventing armed conflicts, protecting human rights and supporting local civil society, especially in the Middle East, by promoting the nexus between its humanitarian, peacebuilding and development programs.

Since 2015, UPP has been one of the leading INGOs in the North East Syria (NES) response. Thanks to its close partnership with the Kurdish Red Crescent (KRC), UPP has been able to develop a comprehensive system of health services delivered in 26 facilities, including mobile units, hospitals, primary health care centers, and rural health posts. These function as the backbone of the basic healthcare system in the region, including an ambulances network managed by a centralized operational desk for emergency management and COVID-19 response.

Since 2017 UPP is also active in the Protection sector in NES, providing capacity building for local actors on Gender Based Violence (GBV) prevention and response, Child Protection (CP), Psycho-social Support (PSS) and protection mainstreaming in health programs. UPP developed a strong partnership with the Houses of Women, identified as key community stakeholders in GBV response, with the local youth organization DOZ and the Women Protection Department of the Arab National Association, setting up a wider outreach network with a particular focus on awareness and campaigning against early and forced marriage. UPP also co-chairs the NES PSEA Network.

Since 2019 the UPP NES Mission built an Early-Recovery sector component focusing on capacity-building for Local Authorities and civil society, supporting municipalities in NES to establish links with corresponding public bodies in Europe. The intervention pivots on peer-to-peer trainings on waste management (with a strong focus on medical waste disposal), water infrastructure, urban planning and civil defense. 2021 UPP has launched the WaSH and Livelihood sectors under the largest consortium in Syria. 
The team is mostly based in North East Syria (NES) with frequent visits to the project locations and is supported by an office based in Dohuk (Kurdistan Region of Iraq – KRI).

The Human Resources Manager coordinates and monitors all the processes related to UPP staff:The Human Resources Manager ensures the correct management, coordination, monitoring, and development of, all the hr processes and activities, related to UPP national staff at NES Mission, in according and compliance with national labour laws, staff handbook, policies, strategies and objectives of the Mission; in particular, by:

  • Planning, profiling and selecting the staff (profile, research, recruitment, induction).
  • Management and development of the staff (training and evaluation), acting consistently with the organization strategic objectives.

Specific Tasks: 

HR policies and strategies development and implementation:

  • Develop, implement and update (if necessary) HR strategies and initiatives.
  • Work with and advise project/program managers on how to implement the HR policies and strategies with their respective staffs under them.
    •  Manage the recruitment and selection process at national level, in coordination with the relevant PMs, HOO or HOM according to the different vacancies. This specifically includes:

Staff Recruitment: 

  •  Preparation of job descriptions, specifications and job adverts in  collaboration with program and technical relevant staffs.
  •  Manage the recruitment through reviewing the documents of the applicants, shortlisting the applicants, facilitating the interviews  and select the successful candidates.
  • Prepare contracts and extensions of contracts, assignment letters, TORs, or monitor the preparation of these contracts by the project admins.
  • Organize, track and overlook the induction of new local staff.

Staff training and development:

  • Support in the planning and follow up the delivery of different capacity building training to staffs in coordination with the relevant Line Managers.
  • Organize Refreshers on Key policies like PSEAS, Safeguarding, Anti Corruption, and Conflict of interest  bi annually in all bases. 

Manage staff relations, retention, benefits and compensation:

  • Manage the Social Security, End of Service, and benefits programs for national staff.
  • Bridge management and employee relations by addressing demands, grievances or other issues.
  • Support and guidance to the staff in management position on how to manage human resources .
  • Monitor staff well-being session on monthly basis 

Evaluation process:

  • Support Line managers to ensure that staffs are in the work place based on the working hours of the organizations, in case of need.
  • Manage the annual staff evaluation, under staff handbook indications.
  • Follow up the staff action plan agreed in the evaluation process. 

Records and Database management :

  • Manage and update HR databases with different information such as new hires, sick leaves, warnings, vacation and days off and manage, in coordination with CA, monthly payroll.
  • Organize, compile, update personnel records and documentation.
  • Manage the payroll of staffs.

Follow up and implement compliance to HR policies and CoC:

  • Ensure legal compliance throughout human resource management.
  • Report to management and provide decision support through HR metrics.
  • In coordination with the HoM receive reporting, launch internal investigation and tracking of process in case of allegations of breaches of UPP Standard of Conduct and Policies.

Others :

  • Performing any other task in line with the above assigned by the Head of Mission.
  • Keep updated the complaint tracker with confidentiality 
  • Active participation in SMT meeting and share the HR updates with SMT 
  • Syrian nationality
  • Graduate from any reputed national and international university or college
  • Minimum of 5 years of progressively responsible experience of HR and of handling employee relations cases. 
  • Previous experience in an emergency or conflict-afflicted setting is required.
  • English is required, While Arabic should be native.
