JOB SUMMARY:

The Deputy WASH Program Manager will work under the direct supervision of the WASH Program Manager. He/she will be responsible for implementation of WASH projects the org’s water, sanitation and hygiene (WASH) program portfolio and managing other WASH Program team members and partners to ensure standardized high-quality approaches across all of the org’s WASH projects. He/she will ensure that all the WASH (HARDWARE/ SOFTWARE) components are implemented timely in the field and keeps track, monitor the BVA (Budget Vs Actual) expenses and plan the work to meet the burn rate. The Deputy WASH Program Manager will be responsible of reviewing the field reports, conduct activity analysis with quality and budget. Monitor the shortcomings with actions. He/ she will be responsible of preparing the donor and other monthly/ weekly reports or any ad-hoc report needed. The Deputy WASH Program Manager needs to provide guidance to the team to develop a project specific action plans with timelines. Monitor the work against the planned scheduled and seek alternatives timely for any complications. He/ she will conduct regular meetings with the contractors, vendors and field teams to keep track of records. Assign task and duty accordingly based on the progress.

Job Description:

  • Lead and coordinate for planning, implementation and monitoring of WASH components of the programme.
  • Develop and keep up to date key project documents – Implementation Plans, Project Budgets/expenditure plans; MEAL Plans and HR Recruitment Plans
  • Oversee budgetary planning process to ensure that resources are mobilized in a structured and timely fashion
  • Responsible of development and management of project budgets and donor reports.
  • Lead to further develop and implement WASH strategies, provide technical backstopping and capacity building support to WASH program and partners’ staff.
  • Contribute to development of new proposals and relevant strategic/planning documents, linked to the assessed needs and gaps and the country strategy.
  • Lead in empowerment of demand side actors, in particular the right holders for enhancing the access, availability, and quality of WASH services and to hold the duty bearers on account for quality, equality, equity, and transparency.
  • Lead in developing approaches for the promotion of enterprising activities in WASH sector and identification of private sector partners and their roles and responsibilities.
  • Organize and facilitate workshops and training for sustainable operation and maintenance of water supply schemes, promotion of household water treatment and safe storage, total sanitation, and hygiene behavioral change, etc. and enterprises development in WASH
  • Facilitate and support implementation of public and/or social audit tools for ensuring transparency and accountability in WASH for strengthening water governance sector.
  • Monitor implementation of activities related to WASH through regular field visits and interactions with WASH team, communities, local partners, government bodies and other stakeholders.
  • Organize periodical review and planning meetings with WASH team and partner organizations in collaboration of WASH Program Manager.
  • Document and disseminate promising approaches, technologies, guidelines and learning of the programme for advocacy and policy development.
  • Compile, review and finalize various reports (weekly, monthly, quarterly, bi-annual, annual etc.) and other information related to WASH component.
  • Facilitate and organize commissioned studies in collaboration of WASH Program Manager and ensure high quality of such studies.
  • Management of beneficiary databases.
  • Ensure that all staff clearly understand their roles and responsibilities.
  • On the basis of their job descriptions monitor staff performance and provide constructive feedback to staff in line with CO Performance management procedures.
  • Formulate and keep up to date all project Recruitment Plans and keep track of contract extensions of WASH staff.
  • Ensure capacity building of project staff and transfer key skills, including technical skills related to WASH and humanitarian programming.
  • Assist all Project staff to have access to training in order to develop their skills beyond the requirements of theirs current position.
  • Mange projects in line with the org’s HR policies and procedures Ensure that staff participate in the development of project weekly/monthly work plans.
  • Ensure that Project expenditure and donor funds are used solely for the purposes for which they were granted and in accordance with relevant CO and donor guidelines.
  • Use established project financial management and monitoring systems that are harmonized throughout the Syria Country Office and according to its policies and procedures.
  • Check monthly Project financial reports for accuracy and appropriateness.
  • Regularly discuss with WASH Program Manager and/or Finance Manager concerning financial reporting issues, errors, trends, projections, payment delays and related matters.
  • Assist line management to meet all donor, relevant CI members and the org International reporting requirements in a timely manner.
  • Support in developing further a WASH strategy that includes Emergency Response to humanitarian needs; a gap analysis; the org’s value added in consideration of expertise; capacity to assist and that encompasses a resilience approach.

  • Examine the possibility of supporting/participating in WASH activities through partners.
  • Ensure technical standards related to protection and gender mainstreaming for humanitarian and recovery actors are met (Global Protection Cluster Guidelines; IASC Guidelines)
  • Collaborate with Protection and Gender technical staff in the Syria country office to ensure all elements of PCM are in lines with the Syria Country office approach
  • Ensure the specific needs of women, men, boys and girls are met, through a gender sensitive approach that seeks transformative outcomes

Job Requirements:

  • Bachelor’s degree in civil engineering  
  • Master’s degree in civil engineering is desired
  • Minimum 4 years’ proven experience in WASH programming and implementation 3 to 4 years working experience in water and stations constructions and/ or rehabilitation and upgrading, of which 2 to 3 years must be experience with an INGO in a similar position
  • Excellent knowledge of and competencies in Strategic Planning and Project Cycle Management (PCM) (including budget cycles)
  • Experience in innovating and implementing behavior change interventions in WASH Demonstrated experience in and commitment to work with and for youth At least 3 years’ experience with team management.
  • Good understanding of computer-based monitoring and information management system; proficiency in using MS office application software
  • Practical experience in planning, organization, facilitation of training and workshop
  • Excellent communication, coordination, and networking skills
  • Excellent documentation and reporting skills
  • Fluency in written and spoken English and Arabic Good interpersonal relations, good team-player, result oriented personality/ maintaining deadlines
  • Good IT proficiency and efficiency in using communication applications, drinking water system surveys & designs and infographic analysis.
  • Calm and diplomatic in nature. Ability to manage competing priorities
