CvT has been working in Syria since 2012. CvT currently provides multi-sectoral assistance in Manbij, Raqqa, and Al-Hasakeh provinces across Food Security and Livelihoods, WASH, Shelter, Protection, and Education.
Currently, Currently, CvT is expanding its activity in NES to include Deir Ezzor provinces through a Self-Help Saving Group (SHG) project which is designed to support women and promote financial independence within the community in Raqqa and Deir-Ezzor by providing them with financial literacy, entrepreneurship skills, and access to credit. The MEAL Officer will play a crucial role in facilitating the activities of the group, supporting its members in achieving their financial goals, and ensuring the smooth functioning of the group.
- Objectives
MEAL Officer based in newly operated CvT’s office in Der-E-Zor will be responsible to coordinate, carry out and functionalize MEAL activities across the projects in close coordination with Der-E-Zor based Deputy MEAL Manager/ Senior M&E Officer and CFRM Officer. This position will support in developing M&E related tools, its implementation, capacity building of M&E facilitators, data collection, analysis and preparation of brief report and sharing with the program teams. Additionally, this role will also be responsible in ensuring accountability and CRM related agenda across the projects.
Duties and Responsibilities:
- Prepare MEAL action plan across the projects and ensure its execution coordinating with Deputy MEAL manager and CFRM officer.
- Lead in data collection mobilizing facilitators/enumerators and make sure appropriate reports are prepared and shared among the relevant program teams out of the data collected.
- Support Deputy MEAL manager in preparing tools for surveys, assessment, monitoring, and so on as per the need.
- Capacitate and mobilize MEAL enumerators in order to achieve MEAL objectives in the region.
- Support in TPM, baseline and evaluation to be conducted externally and internally for the projects implemented in Der-E-Zor area.
- Support in coordination and collaboration with external parties for any assessment, primary or secondary data collection and preparation of reports.
- Coordinate with Data team for preparing Kobo tools, data cleaning and seeking assistance and guidance in data analysis.
- Lead in disseminating CFMR messaging and in capacity building to the facilitators and mobilizers.
- Lead community engagement events in order to improve CFRM operation.
- Lead in CFRM data management, its analysis and reporting for the relevant projects.
- Coordinate with CFRM officer in order to ensure all CFRM related agenda are efficiently executed across the projects in Der-E-Zor areas
- Assist Deputy MEAL manager and CFRM officer in creating and disseminating evidences for learning and participate in such events
- Coordinate with other departments within Der-E-Zor office to facilitate MEAL visits, activities and events.
- Provide inputs to the supervisors in order to improve MEAL operation to be able to quickly adapt to the context.
- Substitute relevant colleagues (fully or partially) during their absence when assigned by supervisors.
- Carry out other tasks as assigned by the supervisors.
- Qualifications and Skills:
- A bachelor’s degree in Social or Economic Sciences, International Development, or related field.
- Minimum 3 years of experience in monitoring and evaluation and/or research in humanitarian and/or development contexts. Experience in working in similar context would be an asset.
- Ability to work in and contribute to the team building environment
- Experience in quantitative and qualitative data collection (M&E methods) and data analysis
- Self-starter who can work independently under pressure.

- Understanding of Sphere, Core Humanitarian Standards and any other relevant humanitarian standards is desirable.
- Excellent communication and interpersonal skills.
- Proficient computer skills, including MS Office suite (Word, Excel, PowerPoint).
- Excellent analytical and problem-solving skills, with the ability to identify challenges and propose appropriate solutions.
- Excellent written and spoken English is required.
- Knowledge of local community dynamics and cultural sensitivities.
- Previous experience with INGOs is desired.
