POSITION SUMMARY:
Staff reporting to this post: In close coordination with the Area Coordinator, the Program Officer is responsible for overall management including planning, organizing, financial management, and overseeing the delivery of quality implementation in the collective centers. S/he is also responsible for mentoring, supporting, and building the capacity of all staff. The Program Officer makes sure that staff observes Blumont’s Code of Conduct and other guiding principles are followed and that Blumont’s human, financial, and other resources are carefully managed to ensure maximum impact for affected communities is accomplished.
Staff reporting to this post: Senior Identification and Registration Assistant, Senior Distribution Assistant, and a Site Engineer.
KEY AREAS OF ACCOUNTABILITY
- Assist the Area Coordinator in organizing the overall Shelter and WASH activities in all SAFER program-supported collective centers in Hassakeh.
- Contribute towards setting an overall site planning and preparation, contingency planning, and information/data management.
- Build and maintain a mutual relationship with HAO, SA in Hassakeh, service providers, and local authorities, to ensure smooth coordination and active implementation in close coordination with CCCM Specialist.
- Identify gaps in service provision in collective centers, proactively refer those gaps to the supervisor, and in the absence of the supervisor, he/she could advocate humanitarian partners for additional support.
- Where needed, efficiently participate in multi-sectoral meetings in NES and represent Blumont in meetings related to collective centers.
- Where needed, support and facilitate needs assessments and information sharing between implementing partners in the Collective Centers.
- Be responsible for regular reporting on the Blumont activities implemented at the field level in collective centers.
- Good planning and implementation of given tasks, creating tools for use by the whole team, support team communication.
- Regularly updates HCCs, 4Ws, maintains trackers for collective centers, PDW data, arrival & departure date, and shares on a weekly basis with the supervisor & CCCM Specialist.
- Maintain good inter-team communications with all CCs staff & M&E team, have the capability to train, and take suitable action when problems occur.
- In close coordination with the line manager, manage compliance and respect for agreements and contracts and transparency of fund use in programmatic expenditure.
- Supervise collective centers team and ensure effective coordination with organizations working in the same CCs.
- Work closely and supervise teams to ensure timely implementation of program activities and adherence to the work plans.
- Ensure in coordination with the line manager that financial needs are well planned according to activities and work plan.
- Conduct regular field visits and meet in person with the community, elders & Education committee and oversee activities.
- Ensure regular communications are maintained between the different departments (Programs & Operations).
- The activities are not exhaustive and may change depending on the situation as assigned by the supervisor.
- Support for establishing and facilitating community-based governance mechanisms.
- Help in scheduling and facilitating weekly or monthly meetings with collective committees as needed.
- Any other duties by the line manager.
Additional job responsibilities
- Support security teams at different locations when needed, sharing HAO and LAs letters, and administrative orders issued by the camp administration.
- Perform any other task as reasonably requested by the line manager.
QUALIFICATIONS:
- University degree in the related field.
