Overview:
Cooperative Housing Foundation (CHF) International is a humanitarian organization providing urgent support to the people of Syria. All project activities are politically neutral, independent, and impartial. We provide support to everyone based on need, not political, religious, ethnic, or tribal affiliation.
CHF is seeking a professional for the position of People and Culture Officer for a multi-year USAID-funded project “Growing Agriculture and Incomes in Syria (GROW) Activity” in Northeast Syria. This position reports to the GROW Syria Chief of Party.
Job Summary:
The People & Culture (P&C) Officer will assist Deputy People & Culture Manager in Derik office in dealing with day-to-day operations of People & Culture, facilitate all aspects of general personnel administrative work, recruitment, staff development/ training, implementation of policy and procedures.


Main responsibilities:
• Ensure CHF recruitment policies and procedures are adhered to upon hiring.
• Work with Hiring Managers on recruiting activities.
a. Assist to verify vacancies upon receipt of a proper and approved PRF (Position Requisition Form) and Job Description (JD) as well as with departmental chart.
b. Revise JDs as/when it is required before the vacancy is posted.
c. Arrange advertising as indicated in PRF and ensure timely posting of the position. Submit postings for translation, if required to receive and verify for accuracy.
d. Sharing the received responses with the Hiring Manager with required documents.
e. Create/update pre-interview forms, prepare interview package/folder, arrange interviews, and ensure the room is booked for interviews.
f. Review the shortlisted CVs to see if they meet the position requirements.
g. Set interview date for each open position with consultation of the Hiring Manager.
h. Conduct interview and be a part of the interview panel.
i. Conduct regular follow-up with Hiring Managers on the status of the recruitment.
• Maintain all related applicants and interviews data in the People & Culture shared folder;
• Maintain and update daily the recruitment tracker.
• Request background checks for the potential employees, collect/ obtain references, experience verification prior hiring.
• Checking the validity of documents of potential employees.
• Maintain accurate recruitment documentation and files.
• Prepare all recruitment documents to create a personnel file and ensure all recruitment documents are filed.
• Ensure that all necessary support documents are collected prior to finalizing the recruitment.
• Notify interviewees not selected.
• Draft offers and contracts with consultation with Deputy People & Culture Manager.
• Onboard new employees in order to become fully integrated and ensure they receive a full induction into the organization.
• Account management of NES staff.
• Ensure timely and accurate preparation and processing of payroll for NES staff; Ensure accuracy of staff salaries.
• Be responsible for the maintaining and keeping leave records, daily attendance sheets, monthly timesheets.
• Maintain electronic documents files and records (policies, department records, district, and provincial attendance, etc.).
• Process documents and materials (e.g., time sheets etc.) as required.
• Liaison between main office and remote offices regarding the recruitment and People & Culture issues as/when required.
• Assist Deputy People & Culture Manager with staffs’ probation and annual evaluations and follow up with staff regarding their appraisals.
• Coordinate exit process for the separating staff and ensure exit documents (exit clearance, final payment and documents) are in order and filed into the personnel files.
• Administer day-to-day People & Culture office activities; coordinate reproduction and distribution of documents required by the People & Culture department; provide any administrative support to departments and staff.
• Prepare and submit periodic reports as appropriate.
• Perform other job-related tasks assigned time to time by supervisor.
• Brief/debrief staff team members on issues relating to a variety of People & Culture areas;
• Ensure that staff records in all offices in the area are up to date and filed appropriately.
• Any other duties as assigned.
Education
• University degree is required.


Experiences
• A minimum of 2-year experience in People & Culture
• Working Experience with international donor funded programs preferred.
• Fluency in Arabic and English (written and spoken) required.
• Good knowledge of MS Office packages
• Skills in database management and records keeping.
Technical skills
• Knowledge of accepted People & Culture practices and procedures.

• Good organizational, interpersonal and communication skills
• Ability to handle multiple tasks simultaneously.
