The purpose of the Livelihoods & Food Security (LFS) Team leader is to support the implementation of the LFS activities in the area, manage and build the capacity of the project implementation teams to ensure activities are carried out on time and according to the budget; contribute inputs for concept papers, proposals for new projects/activities, and donor reports in coordination with the Area Manager and Livelihood and Food Security Specialist and represent NRC in all program matters within the area in coordination fora relevant to the Area program.
Generic responsibilities:
1. Adherence to NRC policies, guidance, procedures, tools, and handbooks.
2. Line management of LFS project field staff.
3. Develop activity plans and guide LFS staff during the implementation of activities based on the project implementation plan.
4. Day-to-day follow-up of progress in project implementation against weekly, and monthly activities plan.
5. Ensure that projects target beneficiaries most in need and explore and asses new and better ways to assist.
6. Promote and share ideas for technical improvement.
7. Prepare periodic progressreports, analyses, and statistics.
8. Liaison and collaborate with relevant local authorities and stakeholders.
9. Ensure NRC’s related activities are implemented following NRC Safe and Inclusive Programming (SIP) guidelines, policies, and Syria-specific explanatory notes.
10. Report any breaches/concerns, confidentially, through NRC SCO reporting channelS.
Specific responsibilities
1. Under the supervision of the Area manager, lead the LFS staff in the start-up of assigned LFS activities.
2. Supervise the work of LFS staff with project activities, which might include, but are not limited to, cash & voucher programming, business and enterprise support, job placement and skill development, and others as relevant to project plans.
3. Plan and manage preparation for and the implementation of the project activities. This, among other duties, include needs assessments and identifying new implementation opportunities for the LFS project in the area.
4. Line management of assigned team members including performance management, work and development plan reviews, field evaluation, and ensuring proper capacity-building opportunities as needed.
5. Supervise the work of LFS staff in the selection of the project’s participants strictly in compliance with the approved selection criteria, and risks related to inclusion or exclusion errors are minimized.
6. Ensure successful and timely implementation of high-quality LFS activities following the project plan, standard operating procedures, tools, and guidelines.
7. Monitor the progress and performance of ongoing projects’ activities, staff, and project quality standards.
8. Analyze the data from the project implementation, assessments, PDMs and other sources to optimize interventions and results as well as produce reports as required. Flag any major deviation in project plans to the Area manager.
9. Closely work with the Area manager to ensure the timely implementation of the activities within the limitation of budget, time, and resources.
10. Verify the integrity of beneficiary lists, vouchers, cash transfer receipts, invoices, and periodic reports, and analyses the data.
11. Conduct a review of the LFS technical documents, including but not limited to, assessment tools, business proposals, feasibility assessments, monitoring reports, and others defined as per the standard operating procedures under LFS’s programming components.
12. Support activity reporting, M&E and data collection activities following NRC M&E strategy, and guidelines.
13. Ensure meaningful consultation with affected populations throughout the project cycle.
14. Ensure necessary logistical and procurement arrangements, documents and processes related to the project activities are followed and conducted on time
Generic professional competencies:
Experience working with livelihood & food security programs in a humanitarian/recovery context is a plus.Experience in managing teams.Bachelor/Diploma degree in one of the following specializations: Business, Economics, Agriculture, or equivalent.Experience working in complex and volatile contexts.Fluency in Arabic & English, both written and verbal.
Context-related skills, knowledge, and experience:
Knowledge of the NES context.Experience with the start-up of new LFS activities in complex contexts is an advantage.Experienced in designing, starting, and overseeing the establishment of SME projects, job placement projects and apprenticeships, and vocational training.Experience in agriculture projects, cash and vouchers, and enterprise development is a plus.Private sector experience is a plus.Experience with the start-up of new LFS activities in complex contexts is an advantage.Experience with a flexible approach to managing and prioritizing a high and diverse workload.Knowledge of computer skills & MS Office software
