IM and CFM (MSMC) Assistant

The IM and CFM MSMC assistant – Information management and Complaints feedback mechanism supports the mobile team in identification of informal sites, risk and safety audits of informal sites, providing capacity building training to local municipality staff, and providing outreach and awareness sessions to the informal site population, day-to-day visit to of informal sites dynamics and conditions, as well as asses the quality of work. Ensuring work plans and project targets are achieved according to set timelines standards, Create coordination mechanisms and work closely with other humanitarian actors, government, authorities and beneficiaries. Provide mentorship and capacity building to various actors as needed. 


Reporting to the Snr Officer IM/CFM and TL, the IM/CFM Assistant will be responsible to support the ongoing daily coordination of information needed for the site, including collecting, processing, analysing and disseminating camp/site information. The assistant will also support ongoing verification exercises in the informal settlement and supervise MSMC monitors as needed. Finally, the assistant will provide data-related information to camp residents and respond to questions and concerns by residents in a respectful manner. 

 

If the need arises, management may ask the employee to support another camp or site (mobile) or another department from time to time.

Objectives

·         Support Snr IM-CFM in the production/update/translation of CCCM IM products;  

·         Support Snr IM-CFM in the diffusion of the IM products to external stakeholders;  

·         Support Snr IM-CFM in the organization/follow-up of operational/sectorial/ad hoc meetings in the camps;  

·         Support Snr IM-CFM in provision of IM technical support to other unit of the CCCM departments;  

·         Support Snr IM-CFM in the management of the CCCM monitors in their verification works of demographic/vulnerability data.

·         Support Snr IM-CFM in ensuring effective communication on the roles & responsibilities of CCCM CFM in the camp to the camp residents.

·         Support Snr IM-CFM in ensuring accurate registration and timely follow up of complaints/feedback/request for inputs from camp residents and active actors in the camp.

·         Support Snr IM-CFM in ensuring proper implementation follow up of CFM-related activities, supervise the CCCM Monitors (if any)

 

 

Duties and Responsibilities

Main responsibilities related to IM: 
 

1.    Data collection and assessments 

Conduct data collection and assessment exercises (including collection and analysis) as needed by the IMO and ensure that data collection and storage is in line with ACTED’s data protection principles 

2.    Weekly production and diffusion of IM products  

Including but not limited to: Workers’ database, Site Factsheet, Vulnerability mapping, 4Ws. 

3.    Maintain positive relationships with the community   

Provide informed feedback related to IM and data management to residents requesting information and support solving community issues related to IM. 

4.    Support with technical IM assistance other units of the CCCM team  

Including but not limited to: hold a contact list for committees, support in the draft of service monitoring and other factsheets, support with designs for IEC material for information/awareness campaign in the camp, support with production of training material, etc. 

5.    Support Snr IM/CFM in managing the IM/CFM data collectors. 

Including but not limited to: assignment of weekly tasks, monitoring of tasks’ completion, reporting.  

6.    Ensure protection mainstreaming  

a.    Support and consider gender, protection, and GBV concerns in all aspects of activities;  

b.    Adhere and Promote to Prevention of Sexual Exploitation and Abuse principles and guidelines (for site residents, ACTED staff, partner agencies) 

c.     Support and promote participation of women, youth, and marginalised groups 

d.    Refer immediately protection cases identified to ACTED Protection Officer for referral to protection actors. 

 
B). Supporting Registration and CFM department: 

1.      Supporting CFM team in registering complaints through CFM channels.  

2.      Supporting CFM team in conducting FGDs when needed. 

3.      Supporting Registration team in updating demographic database.  

4.      Supporting Registration team in verifications and assessments.

·         # of trainings conducted with daily workers on the CFM

·         # of complaints and feedbacks received through the helpdesk, phone, and complaints boxes followed up within the timeframe specified in ACTED’s SOP

·         # of campaigns organized in collaboration with the ComMob unit explaining the purpose of the CFM and its different channels

·         # of assessments conducted to determine residents’ awareness of the CFM and preferred CFM channels · Increased equal use of all existing CFM channels by camp residents

·         # of weekly IM products consolidated/diffused on which the database assistant supported;  

·         # of new IM products on which the database assistant supported;  

 

 

Requirements

QUALIFICATIONS

Required:

·         Institute degree.

·         Minimum of 2 years of practical experience in community and information management in NGO sectors.

·         Proficient in using Microsoft Office, specifically in Excel and word.

·         Experience in information management tools and systems, including (data collection, analysis, Database, KOBO)

·         Experience in information management product (4Ws, factsheet, analyzing)

·         Ability to move between NES area (including Deir AlZour)

·         Proficiency in additional languages relevant to the local community or the organization's operations (proficiency in Arabic and Good in English)

·         Positive attitude and a willingness to learn. 

·         Ability to operate in a cross-cultural environment requiring flexibility. 

·         Ability to work independently. 

·         Strong attention to details. 

·         Does not reside in the camp.  

Desired: 

·         INGO Experience

·         Any Experience with data visualization tools (e.g., Tableau, Power BI) to effectively communicate insights.

·         Experience with Acted.

·         Experience in accountability mechanisms within humanitarian or community development settings.

·         Experience in Deir Ez Zor or other relevant locations.

·         Familiarity with GIS (Geographic Information System) tools or other specialized software used in the field.
