POSITION SUMMARY:

 

Staff reporting to this post: In close coordination with Program Manager and Program Director the Area Manager is responsible for overall management including planning, organizing, financial management, and overseeing the delivery of quality implementation in all field locations, camps & collective centers. S/he is also responsible for mentoring, supporting, and building the capacity of all staff. The Area Manager makes sure that staff observes Blumont’s Code of Conduct and other guiding principles are followed and that Blumont’s human, financial, and other resources are carefully managed to ensure maximum impact for affected communities is accomplished.

Staff reporting to this post: Area Coordinator, and two Camp Managers.

 

KEY AREAS OF ACCOUNTABILITY

  • Overall supervision, management, support, and guidance for Blumont team food program, camp management & field operation and inspire and motivate the team to deliver program objectives.
  • Supervise and oversee the area team and work closely together to implement the program activity in all field locations with the line manager’s support and supervision.
  • Prepare Area level budgets in close coordination with the line manager and ensure optimal use of resources within the allocated project budgets.
  • Responsible for designing and managing the program activity in the assigned Camp/IDP Site(s) and host communities in coordination line manager & CCCM specialist.
  • Review & monitor daily, weekly, and monthly activity plans of program and camp management teams to ensure that all planned activities and targets are achieved and daily report of program activities to the line manager.
  • Ensure proper management of financial and other resources related to the SFV activity, including reviewing and monitoring vendors and individual invoices, redemption lists, distribution lists, other related documents, and ensuring timely submission to the logistics and finance.
  • Keep the program manager fully appraised of any deviations from standard operations (vendors closing, delay in delivery, shortage in commodity, etc.) and work to resolve them through available means.
  • Make sure that program development and quality for timely completion of program goals and targets, emphasizing maintaining quality and accountability standards.
  • Make sure to work closely with camp managers, food program/area coordinators & operation team to mobilize and move forward as one team.
  • Execute and supervise Blumont administrative guidelines & policies, safety & security procedures in coordination with the Security Coordinator, extend finance & logistics support, and other duties related to the efficient day-to-day running of the operations in camps, collective centers, and off-camps.
  • Update the line manager on any challenges of the program activity.
  • In close coordination with the M&E team at the regional level to ensure the impact and the quality of the program through consistent data collection and efficient M&E system
  • Daily follow-up with the team member/s under his/her supervision to support program activity implementation.
  • Conduct regular field visits to all program locations.
  • Represent Blumont in support of the CCCM Specialist and maintain communication with the associated WG’s and other partners’ works in NES as per the work needs.
  • Maintain positive working relations in support of CCCM specialists with local self-administration (HAO, Local councils, etc.) to ensure cooperation and success of program implementation.
  • Coordinate with the supported departments (finance, security, logistics, M&E, HR) to facilitate the work as per the needs.
  • Develop quality reports and submit the other required reports on time to the line manager.
  • Perform any other related duties as reasonably requested by the supervisor.

 

QUALIFICATIONS:

  • University degree in a related field, such as Management, Agriculture, International Relation, Food security, Social Sciences, and Humanitarians is preferred.

 

EXPERIENCE and SKILLS

  • 7 years’ experience in emergency project implementation, preferably with an international humanitarian NGO.
  • Good skills in English and Arabic language.
  • Camp Management experience will be considered an asset.
  • Experience in data collection, survey, and data analysis is preferred.
  • Computer literate in Microsoft Word, Excel, and email.
  • Ability to travel to all the program areas in northeast Syria.
  • Good organizational & communication and report writing skills.
