Overview:
CHF Internationals’ Office of Humanitarian Assistance (OHA) has developed a strategy for the organization’s response to the Syria crisis, anchored in a field presence. Specifically, OHA is commencing responding directly in Syria, intensifying CHF’s assistance to Syrian IDP’s. This will be done through an approach to programming where projects will be focused on the sustainability rather than relief delivery.
CHF is a fully registered organization in Iraq and Syria and is currently building its humanitarian response professionals in Iraq and Syria. CHF intends to hire a full-time Grants officer for a multi-year USAID funded project “Growing Agriculture and Incomes in Syria (GROW) Activity” in Northeast Syria.
This position will report to Grants Coordinator with technical reporting line to Grants Manager.
Job Summary:
Enterprise Development Coordinator will be responsible for supporting and promoting economic growth and development through the work on the GROW Project. The coordinator will work in a challenging environment as he/she works to develop a network of agribusinesses who will play a crucial role in identifying and implementing strategies to foster entrepreneurship, facilitate investment, and enhance the overall economic landscape in the region; Through enabling agribusiness companies to reverse market failures, strengthen backward and forward linkages, drive growth, and create jobs opportunities for men, women, and youth within the Red Meat, Dairy, Olive, Tomato, and Honey production value chains across NES. All these will be achieved through accomplishing three key objectives, (1) increase local agricultural production; (2) expand access to food in local markets; and (3) increase the incomes of farmers and agribusinesses.
DUTIES AND RESPONSIBILITIES:

Conduct market assessments by analyzing the needs of agribusiness actors within the above value chains to identify potential business opportunities and investment prospects within the agriculture sector.

Support GROW program team to identify potential private sector partners and establish strong partnerships to drive growth in the agricultural development sector.

Develop and implement capacity building programs to enhance the skills and knowledge of local stakeholders in business management, marketing, and financial planning. Building capacity in the GROW team along the same subject matter as the agribusinesses.

Collaborate with relevant stakeholders, including local authorities, NGOs, and international organizations, to develop partnerships and leverage resources for the benefit of the agricultural enterprise development sector.

Support the establishment and growth of agribusinesses by facilitating access to finance, promoting value chain development, and fostering innovation and technology adoption.

Strengthen linkages by identifying opportunities to integrate businesses across the VCs to ultimately plug existing gaps within the various VCs thus creating new horizontal and vertical market linkages.

Monitor and evaluate the impact of enterprise development initiatives and projects and provide regular reports to management and relevant stakeholders.

Analyze market opportunities for targeted agribusiness companies within NES and support them in increasing their supplying, processing, and marketing capacity.

Stay updated with the political, economic, and social dynamics of the region to anticipate and mitigate potential risks and challenges.

Developing upgrading strategies for targeted enterprise within NES that align with the goals of the GROW program.

Collaborate closely with the Agriculture Productivity Specialist to align enterprise development efforts with agriculture productivity goals.

Coordinate with the Grant Manager to ensure interventions are implemented effectively through grant contracts.

Reporting:

Manage GROW program communications and reporting activities, including preparation of reports, success stories, press releases, and other internal and external program communications.

Support program teams and develop communications materials on important events as required.

Ensure effective design and delivery of communications products that effectively convey the desired message to targeted audience(s).
Requirements and Qualifications:
-
Bachelor’s degree in business administration, economics, agriculture, or a related field. A master's degree would be an advantage.

Minimum of 4 years of experience in enterprise development, business consulting, or related fields, preferably in challenging and unstable environments.
-
Measurable experience in the field related to Agricultural Value Chain interventions, focusing on processing, adding value, and Marketing in DEZ, HAS, and Raqqa Governorates. (at least 2 yrs hands on experience).

Experience in business development interventions within the grants under contract mechanism is preferred.

Strong knowledge and understanding of Agricultural Market dynamics in Northeast Syria (NES).
-
Strong analytical skills, including ability to gather and analyze a variety of information pertaining to issues and to develop appropriate recommendations for action.

Proven ability to engage with private sector actors and market players in NES.
-
Proven experience in managing multiple and competing tasks while maintaining the quality of deliverables within deadlines.
-
Prior experience with USAID-funded programs is desirable.

Proven experience in communications and reporting activities, including preparation of reports, success stories, press releases, and other internal and external program communications.

Strong knowledge of the agriculture sector, including market trends, value chains, and agribusiness development.

Demonstrated experience in project management, including planning, implementation, and monitoring.

Excellent analytical and problem-solving skills to identify and address barriers to economic growth.

Ability to work effectively with diverse stakeholders, including local communities, government officials, and international partners.

Proven ability to successfully design and conduct training and workshops and lead interviews and focus groups.

Experience in providing technical advice and support to diverse stakeholders, including grantees, consultants, and program staff.

Effective at collaboration; willingness to innovate and ability to think systematically.

Ability to communicate effectively with persons on all levels both inside and outside the organization on issues that could be complex or sensitive in nature.

Strong written communication skills, including demonstrated ability to write required documents in a clear, concise, well-organized manner.

Advanced computer skills in a Windows based environment including Word, Outlook, PowerPoint and Excel.

Strong communication and interpersonal skills to facilitate knowledge sharing, build relationships, and negotiate effectively.

An excellent command of the English language in both the spoken and written word.

Proven experience of coaching, mentoring, and supervisory skills.
