WASH Program Manager

  • Implementation and operational monitoring
  • Plan and oversee the implementation of program that he is responsible for, both ontime and within the set technical specifications
  • Plan activities with the support Departments (administrative, logistics), according to objectives
  • Use management, activity, results, and context monitoring tools
  • Respect SI procedures
  • Provide support and advice to the logistics for the purchase of materials specific to its program activities
  • Assess the relevance of activities, the effectiveness of interventions, and their appropriateness in light of changing circumstances and the needs of populations
  • Propose adjustments to programs if necessary
  • Ensure the achievement of results of the programs he is responsible for Anticipate the difficulties associated with conducting WASH activities and help solve problems related to programs activities
  • Propose program adaptations. According to the changing environment and indicators
  • In collaboration with the administrative service, contribute to the development of program budgets, budget follow up and proposal budgets for the program parts
  • Develop the state of needs and the treasury requests
  • Report the state of decentralized inventory to the logistics department (“field” inventory)

Capitalization :

Write the capitalization documents in accordance with SI tools

Prepare handover reports before the end of his employment contract and forward them to concerned parties in the mission and at headquarters

Ensure diffusion of SI technical documentation

HRM

  • Participate in validating recruitment for the national technical staff under its responsibility With the administrative department,
  • define the prerequisites for the vacant positions and, if necessary, adapt the referent job profile.
  • Welcome and brief new employees or volunteers working under his responsibility
  • Implement training related to operational requirements and the identified training needs
  • Manage and support the team under his responsibility
  • Conduct workshops and regular or ad hoc meetings
  • Evaluate the performances of his team members
  • Identify potential changes in members of his team and provide feedback to the WASH coordinator
  • Make sure his team follows the safety rules

 

Reporting / communications / representation

  • Share with the humanitarian access officer any information on the security context and any event which may have consequences on SI activities and team safety
  • Write reports and annexes concerning his program for donor reports and/or amendment
  • Ensure compliance with reporting deadlines and guidelines
  • Maintain a local operational communication network and positive relations with the local/governmental authorities, donor representatives, UN and other international agencies in cooperation with the coordination team Representation in the meetings or forums concerning the program in his place of employment
  • Represent SI on request and/or delegation
  • Respond to the requirements of Headquarters concerning specific needs
  • Write the administrative documents to be signed (MOU, handover…) jointly with governmental authorities, communities or partners

 

PRESENTATION OF THE ORGANIZATION :

 

SOLIDARITES INTERNATIONAL is humanitarian organization which provides aid and assistance to victims of war or natural disaster. For over 40 years the association has focused on meeting three vital needs – water, food and shelter. Currently present in NES since 2017, SI carries out emergency / post-emergency programs in WASH /WASH Rehabilitation/shelter sector in NES region.

Job Requirements:

Education :

  • University degree (BA or MA) in Water or Sanitation Engineering, Public/Environmental Health Engineering, Environmental Studies or related field

Experience :

  • At least 5 years of experience working for an INGO Previous experience in project management in an INGO
  • at least 2 years of experience in a similar position is mandatory
  • Proven experience in managing and building capacity of a team Experience collaborating with other sectors within the same organisation
  • Proven experience in coordinating and communicating with other (I)NGOs and local authorities
  • Proven experience in developing strategies for WASH sector activities

Technical skills:

  • Sound understanding of the water supply chain, sanitation ladder, and environmental health issues and activities in Syria, with experience in managing Water Quality Monitoring.
  • Demonstrated experience on Sanitation and Solid waste management experience in IDP, Informal settlement, camp, out of Camp and Host communities. Sound understanding of Humanitarian coordination forums
  • Good understanding of Water and Sanitation integrations with other sectors (shelter, FSL health etc.) and sub-sectors (Hygiene Promotion and environmental health)
  • Experience working in collective centers, informal settlements and in villages Knowledge and experience of rehabilitation of public WASH infrastructures Knowledge and experience in applying and training in WASH hygiene promotion approaches (PHAST, CHAST, CLTS) is desirable Sound knowledge of behavior change methods and approaches Sounds knowledge and understanding of project management cycle
  • Proven experience being responsible for reporting (narrative and quantitative) of activities without close supervision
  • Proven experience contributing to proposal development (needs assessment, activities description, etc.)
  • IT skills: Excellent skills of Microsoft Office, Data collection software (KOBO) and AutoCAD.
  • Team management and capacity building
  • Experience in community engagement related to WASH activities (creation of WASH committees for instance)
  • Experience developing market-based programming for WASH activities is a plus Experience organizing distributions is a plus

Soft skills :

  • Excellent organization skills Strong interest and commitment in developing the capacity of a team
  • Excellent listening and diplomatic skills Collaboration with other departments Autonomy and proactivity

Language

  • Fluent in written and spoken English
  • Fluent in written and spoken Arabic and/or Kurdish
