Direct manager position: Acting Area Manager
Contract Duration: 1 Feb 2024 - end of Sep 2026 (32 months).
Project/ Workplace: Northeast Syria, Deir Ezzor.

In close line management of Area Manager and Head of Programmes, the Project Manager is responsible for the
overall implementation of assigned project and components/activities in accordance with the agreed outcome and budget.
- The Project Manager is responsible for the development and management of the project activities, project budget and donor reports.
- Overall management of project staff.
- Present the project in formal meetings with external entities as required and requested by Line Manager.
- Develop and manage the implementation of project activities to achieve project goals and objectives
- including designing and implementing relevant indicators, monitoring and evaluation systems and frameworks.
- Contribute to the development of proposals for new funding opportunities.
- Maintain up to date project plans based on activities and financial progress.
- Ensure that project teams develop community acceptance in the project areas, having respectful relationships with community members.
- Ensure timely and accurate contributions to project narrative reports, quarterly performance indicator tracking tables, baseline and final reports.
- Support Area Manager and Head of Programmes to identify key issues affecting project implementation, or key local issues affecting future grant/project developments.
- Conduct regular visits to project implementation areas and advise and support project staff with the identification and solution of technical issues.
- Perform other duties assigned by the direct supervisor.
Project Management:
- Develop Detailed Implementation plan, procurement plan, human resource plan, budget spending trend, monitoring plan and performance indicators for assigned projects.
- Ensure the project is implemented in line with WASH, Livelihood and Peace building relevant standards and in collaboration with WASH, Livelihood, and Peace building clusters.
- Provide strong leadership of the assigned project, working to ensure both short and long-term positive impacts and outcomes for the beneficiaries, local authorities (where applicable) and local project staff.
- Ensure logistical preparation of meeting and activities and identifying, engaging, and coordinating activities.
- Consult and negotiate with Local clusters in (NES) to strengthen your communication channels, impact positively on the project objectives and oversee the selection and verification of beneficiaries, if needed.
- Ensure project activities are implemented to a high quality based upon related standards and guidelines.
- Ensure all internal and external narrative and progress reports (weekly, monthly, interim, and final) for the
- assigned projects are submitted within agreed time frames to the relevant stakeholders.
- Ensure project completion, filing and archiving procedures are implemented, with a system for filing project
- documents in a clear and ordered way.
- Support cross-team learning through regular department/team meetings.
- Continuously monitor and supervise project activities, evaluating progress through outputs and impacts using both quantitative and qualitative data, and involving the project team
Technical support:
- Ensure compliance of project components with the national and international standards.
- Build capacity of project team members.
- Design and plan technical components and interventions for future projects.
- Provide technical expertise and guidance on all Livelihoods and Agriculture activities in the area.
- Contribute to the development and implementation of an appropriate and effective Livelihood and Agriculture strategy.
Team Management
- Recruit and supervise Project team; manage, train, and coach the staff in achieving project goals.
- Provide supervision, guidance and monitoring for project staff, ensuring clarity over project plans and priorities, and encouraging effective teamwork.
- Ensure AFH performance management system is effectively implemented with objective setting, probationary reviews, regular catch-up, annual performance appraisals and exit interviews carried out for project staff
- Facilitate capacity building through assessment of the staff training needs and ensure that appropriate trainings are conducted.
Budgeting:
- Responsible for managing project budgets, monitoring expenditure to budget and identify and act on any corrective actions required.
- In conjunction with the Finance and logistics staff, ensure project budget is well scheduled and a procurement plan is drawn up.
Coordination:
- Build positive working relationships with Project stakeholders, including Community Leaders, government officials, governmental departments, NGOs, donor representatives and other related stakeholders.
- Liaise with Logistics, Finance, and other departments as appropriate to identify and plan the support needed for implementation of projects, advising on procurement needs as appropriate.
